Heavy debtors(背負(fù)重債的人)或者是bad debtor(呆帳債務(wù)人)等有關(guān)monitored names(被監(jiān)控對象)在customs checkpoint出境時會受到警方阻攔，并可以扣押其travel document(旅行證件)。廣東省是bad-debtor blackspot(呆賬債務(wù)人的聚集之地)，因此這對law-abiding business people(守法商人)來說是個好消息。
