Sen. John Kerry pledged, as the next U.S. secretary of state, to push forward President Barack Obama's vision to wind down America's military operations in the Islamic world and to pursue a foreign policy more driven by aid, economics and environmental issues.
But during his Senate confirmation hearing Thursday, the Massachusetts Democrat said that he agreed with Mr. Obama on using all means to deny Iran a nuclear weapon, including employing more economic sanctions and, potentially, military force.
Mr. Kerry also underscored the 'very real' threat posed to the U.S. by the increasing strength of al Qaeda and Islamist militias based in North Africa. And he said Syria's civil war could fuel a broader sectarian conflict in the Middle East, though he was careful not to commit the White House to any military action to try to forge peace in the country.
The senator's nearly four hours of comments before the Senate Foreign Relations Committee岸which he has chaired since 2009岸highlighted the challenges Mr. Obama will face during his second term in limiting Washington's use of force while still trying to manage the growing political and social turmoil that has gripped the Middle East and North Africa in the past two years.
Mr. Kerry's testimony also cast into sharp relief the international threats that could undercut the president's desire to focus on such foreign-policy goals as growing the U.S. presence in Asia and promoting Arab-Israeli peace in the next four years.
'President Obama and every one of us here knows that American foreign policy is not defined by drones and deployments alone,' Mr. Kerry said in his opening comments.
Mr. Kerry is expected to easily win confirmation from the Senate in the next week. His hearing was marked by very few testy exchanges between the Democrat and Republican lawmakers. The onetime presidential candidate was introduced at the hearing by departing Secretary of State Hillary Clinton and Sen. John McCain (R., Ariz.), a fellow Vietnam War veteran.
