編者按:國(guó)際青年日是全世界革命青年反帝國(guó)主義、反軍國(guó)主義、反世界大戰(zhàn)的紀(jì)念日。國(guó)際青年日的產(chǎn)生,正當(dāng)是第一次帝國(guó)主義世界大戰(zhàn)打得昏天地黑,各國(guó)社會(huì)民主黨都一齊在保護(hù)資產(chǎn)階級(jí)祖國(guó)的名義之下,而完全出賣工人階級(jí)的利益的時(shí)候舉行的。當(dāng)時(shí)各國(guó)革命青年于1915五年在瑞京舉行國(guó)際青年大會(huì),決定國(guó)際青年反對(duì)世界大戰(zhàn)一致的步驟,并決定以每年的九月第一星期日為國(guó)際青年日。1999年12月17日,聯(lián)合國(guó)大會(huì)贊同主管青年事務(wù)部長(zhǎng)世界會(huì)議關(guān)于宣布8月12日為國(guó)際青年日的建議。

    Today’s generation of youth — the largest the world has ever known, and the vast majority of whom live in developing countries — has unprecedented potential to advance the well-being of the entire human family. Yet too many young people, including those who are highly educated, suffer from low-wage, dead-end work and record levels of unemployment. The global economic crisis has hit youth the hardest, and many are understandably discouraged by rising inequalities. A large number have no immediate prospects and are disenfranchised from the political, social and development processes in their countries. Without urgent measures, we risk creating a “l(fā)ost generation” of squandered talent and dreams.
    當(dāng)代青年是有史以來(lái)人數(shù)最多的,大部分居住在發(fā)展中國(guó)家,在推進(jìn)全人類福利方面有著前所未有的潛力。然而,有許多青年,包括那些教育程度很高的人,從事收入低和沒(méi)有前途的工作,其失業(yè)率之高是前所未有的。全球經(jīng)濟(jì)危機(jī)對(duì)青年的沖擊,許多青年理所當(dāng)然地對(duì)貧富不均現(xiàn)象感到沮喪。有許多人看不到前途,被剝奪了參與本國(guó)政治、社會(huì)和發(fā)展進(jìn)程的權(quán)利。如果不迅速采取措施,就可能產(chǎn)生才能得不到發(fā)揮和理想破滅的“迷失的一代”。
    Working with and for young people is one of my top priorities. Youth are a transformative force; they are creative, resourceful and enthusiastic agents of change, be it in public squares or cyberspace. From their pivotal role in efforts to achieve freedom, democracy and equality, to their global mobilization in support of the Rio+20 UN Conference on Sustainable Development, youth have energetically demonstrated yet again their capacity and desire to turn the tide of history and tackle global challenges.
    與青年合作和為青年服務(wù)是我的一個(gè)優(yōu)先事項(xiàng)。青年是改革的動(dòng)力;他們富有創(chuàng)造力,多才多藝,充滿活力,不論是在公共廣場(chǎng),還是在網(wǎng)絡(luò)空間,都是改革的動(dòng)力。從發(fā)揮重大作用以推動(dòng)自由、民主和平等,到動(dòng)員全球支持聯(lián)合國(guó)里約+20可持續(xù)發(fā)展大會(huì),青年再次積極表明了他們扭轉(zhuǎn)歷史潮流和應(yīng)對(duì)全球挑戰(zhàn)的能力和愿望。
    Young men and women are not passive beneficiaries, but equal and effective partners. Their aspirations extend far beyond jobs; youth also want a seat at the table — a real voice in shaping the policies that shape their lives. We need to listen to and engage with young people. We need to establish more and stronger mechanisms for youth participation. The time has come to integrate youth voices more meaningfully into decision-making processes at all levels.
    男女青年不是被動(dòng)的受益人,而是平等和有效的伙伴。他們不只是希望找到工作;他們還希望參加決定他們生活的決策進(jìn)程并真正擁有發(fā)言權(quán)。我們要聽(tīng)取青年的意見(jiàn)并同他們溝通。我們要建立更多更有力的促進(jìn)青年參與機(jī)制?,F(xiàn)在是讓青年更切實(shí)地參與各級(jí)決策工作的時(shí)候了。
    Around the world, there is growing recognition of the need to strengthen policies and investments involving young people. On International Youth Day, I call on Governments, the private sector, civil society and academia to open doors for young people and strengthen partnerships with youth-led organizations. Youth can determine whether this era moves toward greater peril or more positive change. Let us support the young people of our world so they grow into adults who raise yet more generations of productive and powerful leaders.
    在全球各地,人們?nèi)找嬲J(rèn)識(shí)到需要加強(qiáng)與青年有關(guān)的政策和投資。值此國(guó)際青年日,我呼吁各國(guó)政府、私營(yíng)部門、民間社會(huì)和學(xué)術(shù)界向青年打開(kāi)大門,加強(qiáng)與青年組織的協(xié)作。青年可以決定這一時(shí)代是走向更大的危險(xiǎn),還是走向更積極的變革。讓我們支持全世界的青年,讓他們成長(zhǎng)成人,產(chǎn)生新一代有成效的強(qiáng)大領(lǐng)導(dǎo)人。
