It is a pressing task for the international community to enhance prevention of or curbs on communicable diseases when, in recent year, frequent outbreaks of such new diseases as SARS and avian flu, together with the rampant spread to HIV/AIDS, tuberculosis and malaria, have posed a threat to people’s health and lives, undermined the economic and social development of the victimized countries and even jeopardized regional and global security and stability.
