    政府把基礎(chǔ)設(shè)施賣給私企，并列舉了以下好處：
    1，能夠獲得充足的fund
    2，由于政府的官員為了樹立良好形象，而不愿意花錢來maintain，企業(yè)會幫助maintain。
    3，企業(yè)會增加技術(shù)投資，提高技術(shù)含量
    lecture
    1，如果基礎(chǔ)設(shè)施賣給企業(yè)，短期內(nèi)獲得資金，但是長期發(fā)展，政府的花費將更高
    2，企業(yè)不會去maintain因為是短期利益，反而會將Infrastructure使用的更糟，professor距離說water system
    3，由于政府將使用權(quán)轉(zhuǎn)給企業(yè)，企業(yè)處在壟斷地位，沒有競爭力更不會投入資金提高技術(shù)含量
