如果同意上面的觀點，那就是認(rèn)為：即使現(xiàn)在很多國家關(guān)心環(huán)境問題，但問題還是得不到改善，可以有以下理由：
1. 很多國家只是關(guān)注(care about / pay more attention on …)，或者可以理解成是意識到環(huán)境問題的嚴(yán)重性(realize the importance of environment problems)，但是都不采取具體的行動(but they have not taken practical and effective measures)，如此下去，環(huán)境問題也不會得到改善。比方說，由政府間氣候變化專家委員會(Intergovernmental Panelon Climate Change)制定的京都議定書(Kyoto protocol)，旨在減少二氧化碳排放量(reduce the emission of carbon dioxide)，減輕全球變暖，都改了好幾次了，但是全球變暖未見改善。
2. 很多國家，尤其是發(fā)展中國家和不發(fā)達國家，為了發(fā)展經(jīng)濟，大量的挖掘地球的資源(excavate all kinds of resource)，排放廢氣廢物(contamination)，因此，他們是在以犧牲環(huán)境為代價來發(fā)展經(jīng)濟(develop a country’s economy at the cost of environment damage)，如此以來，環(huán)境問題不僅不會改善，而且還會惡化(deteriorate)。
3. 很多污染單一國家或地區(qū)很難獨立解決(it is too complicated for individual country to solve some environmental problems)。很多污染都是沒有國界的(boundless)，即使有的國家在關(guān)注，甚至采取行動，如果不把站在國際的角度上去解決這個問題 (tackle this problem at an international level)，也是很難有成效的。
