我十分感謝霍副主席、董特首及各位朋友今晚出席我的到任酒會。各位的光臨，是對特派員公署的莫大支持。我和我的同事向各位表示熱烈歡迎。
女士們，先生們，
二十一年前，中國政府根據(jù)鄧小平先生提出的“一國兩制”和平統(tǒng)一祖國的偉大構(gòu)想，與英國政府開始了將近兩年時(shí)間的歷史性談判，雙方于1984年12月19日正式簽署了《中英關(guān)于香港問題的聯(lián)合聲明》。根據(jù)聯(lián)合聲明，中華人民共和國政府自1997年7月1日起，恢復(fù)對香港行使主權(quán)，自此，香港的歷史翻開了新的一頁。
中英聯(lián)合聲明簽署之后，全國人民代表大會又于1990年4月批準(zhǔn)了《中華人民共和國香港特別行政區(qū)基本法》。《基本法》對中央和香港特別行政區(qū)的關(guān)系、香港居民的基本權(quán)利和義務(wù)、香港的政治體制以及香港的經(jīng)濟(jì)、法律制度等都做出了明確規(guī)定，充分體現(xiàn)了“一國兩制”的原則?！痘痉ā肥潜３窒愀坶L期繁榮穩(wěn)定的根本大法。
香港回歸六年多來，中央政府全面貫徹“一國兩制”、“港人治港”、高度自治的方針，嚴(yán)格按照《基本法》辦事，全力支持行政長官董建華先生領(lǐng)導(dǎo)的特區(qū)政府依法施政，全力支持和幫助香港特別行政區(qū)克服各種風(fēng)險(xiǎn)和困難。
回顧六年多的回歸史，香港的經(jīng)濟(jì)、社會、法律、文化、教育、宗教制度沒有改變；香港同胞發(fā)揚(yáng)愛國愛港的光榮傳統(tǒng)，履行了當(dāng)家作主的神圣權(quán)利和職責(zé)，在國際上享有的尊嚴(yán)和地位空前提高；香港依然擁有世界營商環(huán)境，仍然保持著國際金融、航運(yùn)、貿(mào)易中心的地位。香港回歸六年的偉大歷史實(shí)踐，得到了
廣大香港同胞和全世界一切盼望祖國早日實(shí)現(xiàn)和平統(tǒng)一的炎黃子孫的一致?lián)碜o(hù)，也得到了國際社會的廣泛贊譽(yù)。
誠然，“一國兩制”是一項(xiàng)嶄新的事業(yè)，并無前人經(jīng)驗(yàn)可循，它需要在不斷的探索和實(shí)踐中加以逐步完善。在這期間，出現(xiàn)一些困難和問題是在所難免的。這里需要強(qiáng)調(diào)的是：任何困難都不可能動搖中國政府和中國人民堅(jiān)定不移地按照鄧小平先生提出的“一國兩制”原則實(shí)現(xiàn)香港長期繁榮穩(wěn)定和祖國完全統(tǒng)一的決心！女士們，先生們，
當(dāng)前，香港同東亞一些國家和經(jīng)濟(jì)體面臨著一些十分類似的經(jīng)濟(jì)困難。造成這些困難的原因是多方面的。中央政府為了支持香港經(jīng)濟(jì)，及時(shí)出臺了CEPA，并決定陸續(xù)放開部分內(nèi)地城市居民赴港旅游限制，支持香港的旅游業(yè)。同時(shí)，中央政府鼓勵廣東省同香港、澳門建立更加密切的經(jīng)濟(jì)合作關(guān)系，發(fā)揮一盛兩區(qū)強(qiáng)強(qiáng)聯(lián)合的優(yōu)勢。正如溫家寶總理前不久在北京會見董特首時(shí)所指出的，凡是有利于香港繁榮穩(wěn)定、有利于香港和內(nèi)地共同發(fā)展的事情，中央政府都將給予全力支持。偉大的祖國永遠(yuǎn)是香港發(fā)展和進(jìn)步的堅(jiān)強(qiáng)后盾。女士們，先生們，
回歸六年來，中國外交部駐香港特派員公署一直嚴(yán)格遵循《基本法》第十三條規(guī)定，肩負(fù)起了行使外交主權(quán)的光榮使命，同時(shí)，公署一直堅(jiān)持外交為祖國經(jīng)濟(jì)建設(shè)服務(wù)，為香港繁榮穩(wěn)定服務(wù)的指導(dǎo)思想，在促進(jìn)香港的國際交往，保證特區(qū)積極參與國際合作，保證香港回歸前后所承擔(dān)的國際權(quán)利和義務(wù)的有序銜接，保護(hù)香港各界同胞在海外的合法權(quán)益等諸多方面，積極開展工作。在這一過程中，特派員公署的工作得到了特區(qū)政府的大力支持與合作，也得到了各界朋友的理解和幫助，我對此深表謝意。
中央政府任命我繼任外交部駐香港特派員工作，我感到十分光榮而又責(zé)任重大。我是中國外交部的一名老外交官，但在香港事務(wù)方面是一名新手。我一定在前任工作的基礎(chǔ)上，帶領(lǐng)全體同事，與時(shí)俱進(jìn)，開拓進(jìn)取，恪盡職守，潛心工作，為維護(hù)國家主權(quán)，促進(jìn)香港以更加活躍的姿態(tài)參與國際合作，保護(hù)香港同胞在海外的合法權(quán)益，促進(jìn)香港的長期繁榮穩(wěn)定，奉獻(xiàn)一份力量。我相信，我的工作一定會得到特區(qū)政府一如既往的支持與合作，一定會得到各界朋友的關(guān)心和幫助。

誠然，“一國兩制”是一項(xiàng)嶄新的事業(yè)，并無前人經(jīng)驗(yàn)可循，它需要在不斷的探索和實(shí)踐中加以逐步完善。在這期間，出現(xiàn)一些困難和問題是在所難免的。這里需要強(qiáng)調(diào)的是：任何困難都不可能動搖中國政府和中國人民堅(jiān)定不移地按照鄧小平先生提出的“一國兩制”原則實(shí)現(xiàn)香港長期繁榮穩(wěn)定和祖國完全統(tǒng)一的決心！女士們，先生們，
當(dāng)前，香港同東亞一些國家和經(jīng)濟(jì)體面臨著一些十分類似的經(jīng)濟(jì)困難。造成這些困難的原因是多方面的。中央政府為了支持香港經(jīng)濟(jì)，及時(shí)出臺了CEPA，并決定陸續(xù)放開部分內(nèi)地城市居民赴港旅游限制，支持香港的旅游業(yè)。同時(shí)，中央政府鼓勵廣東省同香港、澳門建立更加密切的經(jīng)濟(jì)合作關(guān)系，發(fā)揮一盛兩區(qū)強(qiáng)強(qiáng)聯(lián)合的優(yōu)勢。正如溫家寶總理前不久在北京會見董特首時(shí)所指出的，凡是有利于香港繁榮穩(wěn)定、有利于香港和內(nèi)地共同發(fā)展的事情，中央政府都將給予全力支持。偉大的祖國永遠(yuǎn)是香港發(fā)展和進(jìn)步的堅(jiān)強(qiáng)后盾。女士們，先生們，
回歸六年來，中國外交部駐香港特派員公署一直嚴(yán)格遵循《基本法》第十三條規(guī)定，肩負(fù)起了行使外交主權(quán)的光榮使命，同時(shí)，公署一直堅(jiān)持外交為祖國經(jīng)濟(jì)建設(shè)服務(wù)，為香港繁榮穩(wěn)定服務(wù)的指導(dǎo)思想，在促進(jìn)香港的國際交往，保證特區(qū)積極參與國際合作，保證香港回歸前后所承擔(dān)的國際權(quán)利和義務(wù)的有序銜接，保護(hù)香港各界同胞在海外的合法權(quán)益等諸多方面，積極開展工作。在這一過程中，特派員公署的工作得到了特區(qū)政府的大力支持與合作，也得到了各界朋友的理解和幫助，我對此深表謝意。
中央政府任命我繼任外交部駐香港特派員工作，我感到十分光榮而又責(zé)任重大。我是中國外交部的一名老外交官，但在香港事務(wù)方面是一名新手。我一定在前任工作的基礎(chǔ)上，帶領(lǐng)全體同事，與時(shí)俱進(jìn)，開拓進(jìn)取，恪盡職守，潛心工作，為維護(hù)國家主權(quán)，促進(jìn)香港以更加活躍的姿態(tài)參與國際合作，保護(hù)香港同胞在海外的合法權(quán)益，促進(jìn)香港的長期繁榮穩(wěn)定，奉獻(xiàn)一份力量。我相信，我的工作一定會得到特區(qū)政府一如既往的支持與合作，一定會得到各界朋友的關(guān)心和幫助。

Twenty-oneyearsago,theChineseGovernment, http://www.oh100.com ngXiaoping'sgreatconceptof"onecountry,twosystems"andpeacefulreunification,beganthetwo-yearlonghistoricnegotiationswiththeUKGovernment,andsignedtheSino-BritishJointDeclarationon19December1984.InaccordancewiththeJointDeclaration,theGovernmentofthePeople'sRepublicofChinaresumedtheexerciseofsovereigntyoverHongKongon1July1997,thusopeninganewchapterintheannalsofHongKong.
FollowingthesigningoftheJointDeclaration,China'sNationalPeople'sCongreapprovedTheBasicLawoftheHongKongSpecialAdministrativeRegioninApril1990.ItprovidedclearanddetailedprovisionsontherelationshipbetweentheCentralGovernmentandtheHongKongSAR,thefundamentalrightsandobligationsofHongKongresidents,andHongKong'spoliticalstructure,economicinstitutionsandlegal
system,givingexpressiontotheprinciplesof"onecountry,twosystems".TheBasicLawisthe
fundamentallegaldocumentthatensuresHongKong'slong-termprosperityandstability.
InthesixyearssinceHongKong'sreturntothemotherland,theCentralGovernmenthasfaithfullycarriedouttheprinciplesof"onecountry,twosystems","HongKongpeopleadministeringHongKong"andahighdegreeofautonomyinanall-roundway,actedinstrictcompliancewiththeBasicLawandgivenall-outsupporttotheSARGovernmentheadedbyChiefExecutiveTungChee-hwainitsadministrationandeffortstoovercomevariousrisksanddifficulties.
Withsixyearsandmoregoneby,HongKong'ssystemsofeconomy,society,law,culture,educationandreligionhaveremainedunchanged.TheHongKongcompatriots,nowadministeringHongKong
themselves,havecarriedforwardtheirglorioustraditionoflovingthemotherlandandlovingHongKong,exercisedtheirsacredrightsandresponsibilities,andenjoyedaneverrisinginternationaldignityand
stature.HongKongstillboaststheworld'sbestbusineenvironmentandretainsitspositionasacenterofinternationalfinance,shippingandtrade.ThesixyearsofhistoricpracticeshowthatHongKong'sreturnhaswontheheartsandmindsofthebroadsectionsofHongKongcitizenryandalltheChinese
descendantsacrotheworldlookingforwardtoareunifiedmotherland.Ithasalsowonwideacclaimfromtheinternationalcommunity.

Atpresent,HongKongfacessomesimilardifficultiesasotherEastAsiancountriesandregions.Causesfor
thesedifficultiesarecomplexandmulti-facetted.TohelptheHongKongeconomy,theCentralGovernmentlaunchedCEPAanddecidedtoallowmoretouristsfrommainlandcitiestotraveltoHongKonginsupportofitstouristindustry.Meanwhile,theCentralGovernmentencouragesGuangdongprovincetogoforclosereconomiclinkswithHongKongandMacaosoastocombinetheirstrengthsforgreatercompetitive
advantages.JustasPremierWenJiabaopointedoutduringhisrecentmeetingwithChiefExecutiveTunginBeijing,theCentralGovernmentwillgoallouttosupportwhateverisintheinterestofHongKong'sprosperityandstabilityandthecommondevelopmentofHongKongandthemainland.HongKongcanalwaysfallbackonthegreatmotherlandforitsdevelopmentandprogress.

Inthepastsixyears,theOfficeoftheCommissioneroftheMinistryofForeignAffairsinHongKongSARhas,instrictcompliancewithArticle13oftheBasicLaw,shoulderedtheloftymissionofexercisingsovereigntyinforeignaffairs.Meanwhile,theOfficehasactedinaccordancewiththeconceptthatdiplomacyshouldserveChina'seconomicdevelopmentandHongKong'sprosperityandstabilityandworkedenergeticallytopromoteHongKong'sinternationalexchanges,ensureitsparticipationin
internationalcooperation,maintainorderlyconnectionofHongKong'sinternationalrightsandobligationsbeforeandafterthechangeoverandprotectHongKongresidents'legitimaterightsandinterestsinothercountries.Duringthecourseofitswork,theOfficehasreceivedgreatsupportandcooperationfromtheSARGovernment,aswellastheunderstandingandassistancefromfriendsofallcirclesinHongKong.Iwishtoexpremysinceregratitudeforthis.
IamgreatlyhonoredbytheCentralGovernment'sappointmentasthenewCommissioneroftheMinistryofForeignAffairsinHongKongSAR.Theresponsibilityistremendous.ThoughIhaveservedasadiplomatfordecades,IamanoviceinHongKongaffairs.Iamdeterminedtobuildonthesucceofmy
predecessorsand,togetherwithallmycolleagues,workstillharderinaninnovativeandpioneeringspiritandcontributemysharetosafeguardingstatesovereignty,promotingHongKong'smorevigorous
