You should say:
when it happened
who made the noise
where it was
and explain how you felt about it.
This takes me back to my younger days, at university. In China, you usually live in single-sex dorms during your time at uni, with up to 8 people squashed into a small space. I was even more unfortunate, as my dorm was slightly bigger – ever so slightly – so the university decided to cram 9 boys into the room! You couldn’t swing a cat in there, it stunk and obviously more people equals more noise.

Despite these cramped conditions, we all tried to make the best of it. At the end of the day everyone is in the same boat, so you try to get along and not stir up trouble. I learned to wear ear plugs during the night to block out some of the noise. We were all young boys, so a lot of my roommates would stay up late playing computer games or watching movies.
Generally it was very harmonious, but I remember one time in particular when my patience was really tested. A lot of my friends loved basketball and there was a really important NBA match going on in America. Due to the time difference between China and the U.S., it was on very late over here, during the early hours of the morning. I don’t care about basketball at all, so I was trying to sleep, but my roommates were getting very excited, whooping and cheering.
I bit my tongue for a long time, but I felt more and more angry. My rage was slowly building, until eventually I erupted! I told them to shut up or go and watch the game somewhere else.
The next morning was a little bit awkward, but eventually we all made up.
