The thing we need to fear is not the difficulty, but the lack of preparedness.
凡事不患有難，患不備。
Streamlining administration and delegating power.
簡(jiǎn)政放權(quán)。
We need to ensure that market entities can do anything which are not prohibited by the law, and government departments must not do anything unless it is mandated by the law.
讓市場(chǎng)主體“法無禁止即可為”，讓政府部門“法無授權(quán)不可為”。
How can an arrow shot be turned back? We are most determined to see this reform through.
開了弓哪還有回頭箭?我們只能是一抓到底、一往無前。
The principle of equality will be observed in both power delegation and tightened oversight.
放管結(jié)合都是體現(xiàn)公平原則。
The wise people will seek common interests, while the unwise ones will focus on their differences.
智者求同，愚者求異。
Focus more on common ground in pursuit of long-term benefits.
擇寬處行，謀長(zhǎng)久之利。
One needs to be persistent in one’s pursuit of the objective.
吾道一以貫之。
In order to bring greater benefits to our people, we will carry our reform through without hesitation.
讓廣大人民受惠，我們義無反顧。
This is indeed deeply distressing for the government.
政府心頭之痛。
Even a small action is a lot more important than a thousand words.

We are going to declare a war against our own inefficient and unsustainable model of growth and way of life.
向我們自身粗放的生產(chǎn)和生活方式宣戰(zhàn)。
We need to meet people’s basic living needs, we need to provide last resort for people to fall back on in case of special difficulty, and we need to promote social fairness.

All government employees must always put such special needs of our people on the top of their minds.
