天津市將通過競價和搖號兩種方式發(fā)放車牌來限制交通，以治理交通擁堵和空氣污染問題。
天津?qū)π萝嚺茖嵭械恼呤菍⒈本┑膌icense-plate lottery（車牌搖號）政策和上海的plate bidding（車牌競價）政策相結(jié)合。各大城市的車牌政策都是為了減輕traffic jams（交通擁堵）和smog（霧霾）。
此外，天津?qū)嵭泻捅本┮粯拥膖raffic restriction scheme（車輛限行方案），即traffic restrictions based on the last digit of license plate numbers（尾號限行）政策。而且在morning and evening rush hours on workdays（工作日的早高峰和晚高峰時段），天津還將禁止vehicles with non-local plates（外埠牌照機動車）在outer ring（外環(huán)線）以內(nèi)道路通行。
