I received a call from DIAC e-services support in Canberra today and spoke with a delegate at 3pm. The following information is available regarding the DIAC online lodgement system.

To increase capacity the DIAC needed to take the server down and bring it back up again with the increased capacity.
This means the whole system has been timing out.
The DIAC are currently working to manage the problem but the problems are not all yet ironed out or fixed.
Any agents who cannot still lodge an online visa application are directed by DIAC e-services to use the email
Any agents who would like to call DIAC about this problem are encouraged to call 131 881 as the first port of all, especially where clients are going to be disadvantaged. The DIAC are getting a report on numbers affected when people call using the 131 881 number re the system issues.
The following symptoms might be seen from 3pm today:
a) people who are not impacted
b) people potentially getting to a page then the system becomes so slow it times out during the lodgement process
c) 'this service is temporarily unavailable' messaging
The DIAC have told me they are still working to get this fixed (3pm Australian EST)。 Any information circulating that this is already fixed is not quite correct.
DIAC is meeting this afternoon about how to get this sorted out. The DIAC are continuing to work on the problems and they have said that the issues a), b) and c) above won't be unexpected.
I have a direct line into Canberra on this issue but DIAC have requested that I do not provide a copy of this number to Migration Alliance members.
