    How much is a clean skyline worth to a city? On Wednesday, Hong Kong's chief executive did his best to put one figure on it: $1.3 billion.

    After years of complaints from residents, Hong Kong's Leung Chun-ying said the government is willing to spend in order to drive the city's aging fleet of diesel commercial vehicles off the street. Old trucks are responsible for the Asian financial hub's high levels of roadside pollution, which outstrip even lately smog-addled Beijing and most other major Chinese cities.

    Yuling Jia of the Clean Air Network said her organization was 'quite happy and surprised' to hear the announcement, which Mr. Leung made during his first policy address Wednesday. Local chambers of commerce, including the American Chamber of Commerce and the British Chamber of Commerce, also praised the plans.

    The $1.3 billion will encourage drivers to scrap old, heavily polluting vehicles through various financial incentives. As part of the effort, the government proposes offering a subsidy of 30% of the value of a new vehicle to heavily polluting vehicle owners. Unlike previous incentive schemes, which Mr. Leung characterized as having a 'lukewarm' response, his proposal will offer such payments not only to drivers who replace their old vehicles with new ones, but also to those who choose to scrap an old vehicle without replacing it.

    Simon Ng of Civic Exchange, a local public policy think tank, praised Mr. Leung's policy address as 'nailing most of the key issues' on air quality, adding that the proposed 30% subsidy level was a significant jump from previous subsidies, which had been closer to 20%.

    Apart from the extra cash infusions, Mr. Leung's administration says it wants to stop renewing licenses for the dirtiest commercial vehicles by 2016, with the licenses for other heavy-polluting vehicles to be phased out by 2019. The chief executive also proposed slapping a 15-year service cap on any newly registered commercial vehicles.

    While Beijing periodically takes dramatic steps to tamp pollution, including ordering government cars off the street and factories to shut down, Hong Kong has been considerably more reluctant to ruffle local feathers in its efforts to fight pollution. However, since his inauguration last July, Mr. Leung has stepped up government rhetoric on the issue, saying that he plans to adopt a 'polluters pay' principle in the city's attitude toward the environment. In addition to his latest round of announcements on commercial diesel vehicles, Mr. Leung said he plans to require ships berthing in Hong Kong's famed Victoria Harbor to burn cleaner fuel, as part of an effort to fight the marine pollution that has helped cloud the city's skies.
