加拿大駐上??傤I事館:加拿大教育保持吸引力

    前不久,2009中國國際教育展在上海成功舉行,那么,加拿大駐華使領館和加拿大院校對中國市場有什么樣的期望呢?新任加拿大駐上??傤I事館總領事Nadir Patel(潘乃德)先生就此接受了本報記者的專訪。
    記者:我們看到,2009中國國際教育展在上海舉行,通過此次展會,加拿大駐華使領館和加拿大院校對中國市場有什么樣的期望?
    Nadir Patel先生:Many Canadian schools have participated in previous CEEs. This year, the Canadian Consulate is pleased to coordinate the Canadian schools under a national pavilion. 很多加拿大學校參加過以前的教育展,今年,加拿大領事館很高興和加拿大學校合作,布置了一個國家展區(qū)。
    In Shanghai, there will be 25 Canadian schools from K-12 to colleges and universities. 在上海有25個加拿大院校參展,涵蓋各個層面,既有學區(qū)教育局,也有社區(qū)學院和大學。
    This year, the Canadian Consulate hopes that the CEE in Shanghai will attract even more students and that students will find Canada to be the best choice for their future studies. 加拿大領事館希望在上海的國際教育展能更有吸引力,更多的學生能選擇加拿大作為他們的留學目的地。

    記者:2009年截止到現(xiàn)在,中國學生赴加拿大的情況如何?
    Nadir Patel先生:Canadian schools continue to be interested in international student recruitment, and China is no exception. In fact, Chinese students make up the highest proportion of international students in Canada, with over 40 000 of the more than 178 000 foreign students in Canada. There is no limit to the number of international students who can attend schools in Canada. 加拿大院校繼續(xù)致力于招收國際學生,也包括中國學生。事實上,在加拿大的外國學生里,中國學生比例高,178000多個外國學生里有40000個中國學生。而且對于赴加留學的外國學生數(shù)量沒有限制。
    記者:加拿大是一個多元化的國家,用多元來形容加拿大的教育是否貼切?
    Nadir Patel先生:Canada has two official languages, English and French加拿大有2個官方語言:英語和法語
    Canada has a diverse cultural fabric with immigrants from all over the world. Canada is home to more than 200 different ethnic backgrounds 加拿大有來自世界各地的移民,有200多個種族,文化多元。
    Chinese is Canada’s third most widely spoken language.中文是加拿大第三大廣泛使用的語言
    Students have a wide range of study options. At the post-secondary level, there are more than 10,000 undergraduate and graduate programs available from 92 universities. As well, Canada has many colleges and vocational schools.學生有廣泛的選擇,在高等教育范圍內(nèi),92所大學提供超過10000個本科和碩士的課程。另外,加拿大也有很多社區(qū)學院和職業(yè)培訓學院。
    記者:現(xiàn)在美國留學重新周熱,對于中國學生來說,選擇留學加拿大和美國相比,加拿大教育具有什么樣的優(yōu)勢?
    Nadir Patel先生:Canada offers a globally recognized education credentials. 加拿大有全球認可的學歷
    The value for education is compared favourably with American and European schools. The typical annual cost for an undergraduate program including tuition and living expenses ranges between 16,000 and 31,000 CAD. 與美國和歐洲一些國家相比,教育的性價比更高,通常一個本科項目包括學費和生活費一年總計在16000和31000加元之間。
    Canada has many publicly funded universities and colleges, with a variety of study options. This provides students with huge opportunities to explore their own interests. 加拿大有很多公立大學和學院,有很多科目可選,可以讓學生有機會充分挖掘自己的興趣。
    Canada has a strong research focus. Research done by Canadian universities accounts for more than 1/3 of Canada’s research efforts, the highest proportion in the G8 countries. Canada has the highest share among the G8 countries of private sector R&D investment by its universities. 加拿大有很強的研究實力。大學完成的研究項目超過1/3,在G8國家的比例高。在G8國家里,由大學投資在行業(yè)研發(fā)中心的比例在高。

    記者:在您看來,加拿大大學更歡迎什么樣的人才去加拿大留學深造?
    Nadir Patel先生:There is a place for everyone, from high school students to college and university students. 每個人都有一席之地,從高中到大專到大學。
    With such a huge range of institutions, there is room for students of all abilities and interest in Canadian schools. Furthermore, students who may need assistance in improving their English or study skills can do one year at a college and then gain admission into a university. 有如此多的院校,有各種水平和各種興趣的學生都在加拿大的學校里找到自己的空間
    Each institution sets their own admission standards 每個院校都有自己的入學標準。
    記者:您認為金融危機對于加拿大教育有什么樣的影響?
    Nadir Patel先生:Canada has one of the most stable financial systems in the world. 加拿大有世界上穩(wěn)固的金融系統(tǒng)。
    Canada is committed to maintaining its global leadership position in post-secondary research. In Canada’s Economic Action Plan, it includes about 4.0 billion CAD over two years for post-secondary education and research, and other investments in science and technology. These measures will notably strengthen Canada's capacity for excellence in research by creating world-leading facilities for research and advanced training. 加拿大一定會保持其在高等教育研究的地位。在加拿大的經(jīng)濟措施計劃中,包括在兩年內(nèi)對于大學教育和研究,和其他科技投資的約40億加元投入。這些措施肯定會強化加拿大在世界的研究和高級培訓能力。
    記者:有部分留學生選擇赴加拿大留學是為了移民,那么,加拿大的移民政策會對留學產(chǎn)生怎樣的影響?
    Nadir Patel先生:Canada's policies towards students who wish to study abroad have become more welcoming in recent years. The approval rate for Study Permits has increased in recent years, reflecting the high calibre of students who apply to study in Canada. 加拿大對于有意愿留學的學生政策近年來逐步放寬。得到留學簽證的人數(shù)這幾年也不斷增加,反應了越來越多高質(zhì)量的學生申請赴加深造
    International students studying in Canada can get valuable work experience while they are studying. Through the ability to work on campus in any capacity – including as researchers and teaching assistants – students can gain increasing expertise in their area of study. Students also have the possibility of working on or off campus. 在加的留學生在學習期間能得到寶貴的工作經(jīng)驗。通過在校園內(nèi)的工作鍛煉 -- 包括研究員和助教 -- 學生可以在自己學習的領域里學到更多專長。學生也有機會在校園內(nèi)外工作。
    Students who want to remain on in Canada after their graduation can find work in any field and remain for a period up to three years. Those who find work in a skilled job can apply for immigration from within Canada once they have one year of work experience. Canada's immigration policies also favour those who have studied in Canada, with opportunities to work while studying in Canada, to work temporarily after graduation in Canada, or to immigrate after studying in Canada. 學生畢業(yè)后想留在加拿大,可以在任何領域找工作,并長可留3年。找到技術性工作的人可在工作一年后申請移民加拿大。加拿大的移民政策傾向于有在加拿大留過學,在留學時有機會工作的,畢業(yè)后臨時在加工作的,或者在加學習之后移民的。
    The new Canada Experience Class of immigration, for example, is designed for applicants who have studied or worked legally in Canada. 比如新的加拿大經(jīng)驗類移民,就是為在加拿大有過留學或合法工作經(jīng)驗的申請人設計的。
    記者:在2010年,加拿大使館在了簽證申請和教育推廣方面將推出哪些新的舉措?
    Nadir Patel先生:As part of efforts to continue to improve the application experience, students applying for visas have more options. 一直不斷改進簽證申請過程,學生申請簽證有了更多選擇。
    There are Visa Application Centres, where students can apply in Shanghai, Beijing, Chongqing, Guangzhou without waiting in line – getting a faster result. 學生可以在上海,北京,重慶和廣州的簽證中心申請,更快拿到結果。
    Students may now take the medical examination before submitting their Study Permit application. 學生在遞交學生簽證申請之前就可以進行體檢。
    This new option will result in a much faster processing for Study Permit applications: it can shave weeks off the usual six week processing time. Of course, we always encourage students to apply for their Study Permit pretty much as soon as they get their acceptance letter. 新的舉措使得學生簽證申請更快捷,通常需要6周的處理時間大大縮短。當然,我們還是鼓勵學生得到院校接受信函后盡快申請學生簽證。
    There are plans to do more education promotional activities in 2010 including events at Expo. 在2010年世博會期間也有計劃來做更多的教育推廣活動。
