他指出,中國在滿足世貿組織的某些要求時取得了進展,但是他說,北京既沒有全面執(zhí)行市場準入以及非歧視性原則,也沒有讓本國的貿易體系具有可預見性和透明度。夏尊恩說,美國政府將根據美國司法體系以及世貿組織爭端的解決進程爭取使這些原則得到落實。
US Official Says US-China Trade Entering New Phase
A senior U.S. trade official says U.S.-China trade relations are entering a new phase, which should include greater accountability on China's part and greater enforcement by the U.S. The U.S. Trade Representative Office's top China official, Timothy Stratford, says his office recently conducted a top-to-bottom review of U.S.-China trade. Stratford said the review showed China has not implemented specific commitments from its agreement to enter the World Trade Organization.
He noted China has made progress toward meeting some W.T.O. requirements. But, he says Beijing has not yet fully embraced the principles of market access and non-discrimination, nor has it made its trade regime predictable and transparent. Stratford says the U.S. government will pursue enforcement within the U.S. legal system and through the W.T.O.'s dispute settlement process.
