Former Party chief of Shanghai Chen Liangyu, who is under earnest investigation by the Party's disciplinary watchdog, will be punished severely according to relevant laws and regulations if found guilty, a senior Party official said on Tuesday.
At a press conference of the Information Office of the State Council, Gan Yisheng, secretary-general of the CPC Central Commission for Discipline Inspection, said the decision of the CPC Central Committee to dismiss Chen from the post of secretary of Shanghai Municipal Committee of the CPC has received public support.
The CPC Central Commission for Discipline Inspection is investigating Chen's case, which demonstrates the CPC's resolution to build a clean Party and to fight against corruption, Gan said.
“Initial investigations have found that Chen was involved in severe violations of Party discipline,” Gan said, adding information as to whether or not there are more people involved will be released through official channels.
“Anyone who violates Party rules or national laws will be severely punished regardless of who they are and what position they hold,” Gan added.
“The top leaders of CPC Central Committee are working together to fight against corruption,” he said.
“We will continue to make the investigations into the case open to the public. And we should draw lessons from the case and prevent more corruption,” Gan said.
Chen was sacked for his involvement in a social security fund scandal, according to a decision by the CPC Central Committee published on Monday.
The corruption involving Shanghai's social security funds has already felled two Shanghai officials.
Zhu Junyi, director of the Shanghai Municipal Bureau of Labour and Social Security, was stripped of his post in August. The 55-year-old city official is suspected of misconduct involving a 3.2-billion-yuan loan of city funds to toll road operator Fuxi Investment Holding Co.
Also in August, Qin Yu, deputy secretary of the Shanghai's Baoshan District CPC Committee, was dismissed from the post for being involved in the misuse of the social security fund.
Earlier reports said more than 100 investigators from Beijing have gone to Shanghai to probe the corruption case in which money was siphoned off from Shanghai's social security system, which manages more than 10 billion yuan （1.25 billion dollars） in funds.
China has enhanced its anti-corruption efforts in recent years. In 2005, 115,000 party members received disciplinary punishment, accounting for 0.16 percent of the party's total.
Gan said 11,071 of the disciplined members had been expelled from the party, of which 7,279 had been transferred to the judicial authorities for criminal investigations.
Gan said that even though the corrupt Party officials were in the minority, the CPC was still on high alert.
“We will continue to step up our anti-corruption efforts and punish those who violate laws and regulations to safeguard the purity of our party,” Gan said.
China has recently dispatched eight groups of inspectors across the country to investigate misconduct of senior government officials and leaders of large financial institutions in a renewed campaign to promote government transparency and fight graft, according to Gan.
Five of the groups, which focus on the inspection of local governmental departments, have so far conducted initial inspections in 30 provinces, autonomous regions and municipalities, and are engaging in the second round of checkup in those regions which have already been inspected.
Two inspection groups targeting financial institutions have completed checkups of nine banks under the administration of the central government and are currently inspecting the insurance sector, Gan said.
And a special group was designated to inspect the country's key state-owned enterprises.
The inspectors, mainly from the CPC's Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee, aims to monitor local officials and leaders in their “implementation of the policies set forth by the central government…… the building of the Party's work style and a clean government” and “the enforcement of cadre and personnel system,” according to Gan.
