2004年9月14日，第59屆聯(lián)合國(guó)大會(huì)在紐約聯(lián)合國(guó)總部開幕。聯(lián)合國(guó)秘書長(zhǎng)安南以及來(lái)自191個(gè)成員國(guó)的代表出席了開幕式。本屆聯(lián)大將從21日開始為期兩周的一般性辯論。預(yù)計(jì)97個(gè)國(guó)家的元首或政府首腦將在辯論中發(fā)言，就多邊主義、聯(lián)合國(guó)作用及其改革、千年發(fā)展目標(biāo)的落實(shí)情況、打擊國(guó)際恐怖主義、裁軍與防擴(kuò)散等重大國(guó)際問(wèn)題闡述各自政府的立場(chǎng)。

Relevance在這里表示“重大關(guān)系，意義，實(shí)用性”，例如：She spoke of the religion of Islam and its relevance to Black people in the U.S……（她談到伊斯蘭教以及伊斯蘭教對(duì)美國(guó)黑人的重要意義。）；Give relevance to college courses（使大學(xué)課程具有實(shí)用性）。此外，relevance還有“切題，確當(dāng)，中肯，適宜，相關(guān)（性），相稱（性）”的含義。
