Q: On March 9, the US White House, the State Department and the Pentagon said that relevant Chinese ships “harassed” a US Navy Surveillance vessel, the Impeccable, in international waters in South China Sea. Do you have any comment?
答：美方有關(guān)說法嚴(yán)重違背事實，中方不能接受。關(guān)于外國船只在中國專屬經(jīng)濟區(qū)活動問題，《聯(lián)合國海洋法公約》和《中華人民共和國專屬經(jīng)濟區(qū)和大陸架法》、《中華人民共和國涉外海洋科學(xué)研究管理規(guī)定》均有明確規(guī)定。中國政府一貫嚴(yán)格按照上述規(guī)定處理此類活動。美海軍監(jiān)測船“無瑕號”違背有關(guān)國際法和中國法律法規(guī)的規(guī)定，未經(jīng)中方許可在南海中國專屬經(jīng)濟區(qū)活動，中方已就此向美方提出嚴(yán)正交涉。我們要求美方采取有效措施避免再次發(fā)生類似事件。
A: The story of the US side is totally untrue and unacceptable. When it comes to foreign vessels acting in China’s exclusive economic zones, there are clear provisions in the United Nations Convention on the Law of the Sea, the Law on the Exclusive Economic Zone and the Continental Shelf of the People’s Republic of China, and the Regulations of the People’s Republic of China on the Management of Foreign-related Marine Scientific Research. The Chinese Government always deals with such issues in strict accordance with the above laws and regulations. The US Navy Surveillance Vessel, the Impeccable, in disregard of relevant international laws and Chinese laws and regulations, engaged in activities in China’s exclusive economic zones without our permission. China has lodged solemn representations to the US side. We urge the US side to take effective measure to prevent recurrence of similar incidents.

Q: In their Tibet-related remarks and statement made on March 10, the US White House Spokesperson and that of the State Department voiced deep concern over the human rights situation in Tibetan areas, criticizing China’s Tibetan policy and urging China to have “substantive” dialogue with the Dalai Lama. How do you comment on this?
答：西藏事務(wù)純屬中國內(nèi)政，中國政府和人民一貫堅決反對任何國家利用涉藏問題干涉中國內(nèi)政。美方罔顧事實，在涉藏問題上對中方進行無端指責(zé)，粗暴干涉中國內(nèi)政，傷害中國人民感情，我們對此表示強烈不滿和堅決反對，并已向美方提出嚴(yán)正交涉。
A: The Tibetan affairs are purely domestic. The Chinese Government and people resolutely oppose any country using it to interfere in China’s internal affairs. Disregarding facts and making groundless accusation against China on Tibet-related issues, the US side grossly interferes in China’s internal affairs and has offended Chinese people. We express strong dissatisfaction and firm opposition and have lodged solemn representations to the US side.
多年來，在中央政府的關(guān)心和全國人民的支持下，西藏自治區(qū)經(jīng)濟、社會、文化、宗教等各方面建設(shè)取得了巨大成就，得到了包括藏族人民在內(nèi)的西藏各族人民的衷心擁護，這是任何不帶偏見的人都無法否認(rèn)的。至于中國中央政府與達賴方面的接觸，我們的政策是一貫和明確的。我們與達賴對話接觸的大門始終是敞開的，有關(guān)接觸商談能否取得進展，取決于達賴是否根本反思和改正自己的政治立場，真正放棄“*”的圖謀。
Over the past years, thanks to the efforts of the Central Government and support of the entire nation, the Tibetan Autonomous Region has made remarkable achievements in various fields, including economy, society, culture and religion. This has won heartfelt support from people of all nationalities in Tibet, including the Tibetan ethnic group, and cannot be denied by any unbiased people. When it comes to the Central Government’s contact and consultation with the Dalai side, our policy is consistent and clear-cut. The door for contact and dialogue is always open. But whether there could be any progress depends on whether the Dalai Lama can thoroughly reflect upon and correct his political position, and truly abandons his plot of “Tibet Independence”.
我們要求美方遵守國際關(guān)系基本準(zhǔn)則，恪守承認(rèn)西藏是中國領(lǐng)土一部分、反對“*”的承諾，停止利用涉藏問題干涉中國內(nèi)政，以免給中美關(guān)系大局造成損害。
We urge the US side to respect the fundamental norms governing international relations, honor its commitment to recognizing Tibet as part of China’s territory and opposing “Tibet independence”. The US should stop using Tibet-related issues to interfere in China’s internal affairs so as not to harm the overall interest of China-US relations.

答：美國會眾議院審議通過的這個決議案罔顧事實，無端指責(zé)中國民族宗教政策，極力美化達賴多年來從事的反華分裂活動，嚴(yán)重違背了國際關(guān)系基本準(zhǔn)則，粗暴干涉中國內(nèi)政，中國政府和人民對此表示強烈不滿和堅決反對。中方已就此向美方提出嚴(yán)正交涉。
A: The Chinese Government and people express strong dissatisfaction and resolute opposition over the resolution deliberated and adopted by the US House of Representatives. Turning a blind eye to facts, making groundless accusation against China’s ethnic and regional policy and whitewashing Dalai’s prolonged engagement in anti-China separatist activities, this resolution is a grave violation of the fundamental norms governing international relations and gross interference in China’s internal affairs. China has made solemn representations to the US side.

A: The Chinese Foreign Ministry has already issued a statement on the issue. I would like to reiterate that Huangyan Island and Nansha Islands have always been parts of China’s territory. The People’s Republic of China owns indisputable sovereignty over these islands and adjacent waters. Sovereignty claims over Huangyan Island and Nansha Islands by any other country are illegal and invalid.
