China Pledges Funds To Aid Its Neighbors
China announced a $10 billion infrastructure fund and $15 billion in credits and loans to help its Southeast Asian neighbors face the global financial crisis -- while Beijing's domestic stimulus efforts continued to show signs of growing money supply.
Foreign Minister Yang Jiechi, who announced the plan Sunday via China's official Xinhua news agency, said China plans to establish a $10 billion 'investment cooperation fund' with the 10-member Association of Southeast Asian Nations to boost construction, energy, information and communications projects. The terms of the aid weren't made public.
Meanwhile, loans by Chinese banks in yuan grew in March to a record high and the central bank said it would keep pumping out money, as Beijing continued to unleash credit in an effort to stimulate the economy despite concerns about asset bubbles and bad debt.
Premier Wen Jiabao said Saturday that China's economy showed improvement in many sectors in March, but he cautioned that it still faces difficulties from weak global demand.
Data released Saturday by the central bank showed 1.89 trillion yuan ($276.51 billion) in new yuan loans in March. The People's Bank of China, the central bank, said Sunday that it would make sure the money continues to flow. 'Policy measures taken so far are having an initial effect and active changes are emerging,' it said. The bank said it will expand support to rural sectors and small- and medium-size enterprises.
