    The Asian Development Bank (ADB) is investing 75 million US dollars in Bank of China (BOC), one of the nation's Big Four state-owned banks, for a stake that cannot be sold in the coming three years, the two banks said Monday in a joint statement.
    The deal is the latest in a series of strategic investments by foreign banks seeking footholds in the fast-growing and increasingly competitive Chinese banking market.
    Chinese banks have been encouraged by authorities to seek foreign partnerships to build up their capital and improve management before China fully opens its banking industry to foreign competition in late 2006.
    BOC said the entry of ADB, still pending regulatory approval, would help it streamline corporate governance. ADB will also provide technical support for the Chinese bank's internal control and anti-money laundering efforts.
    The move shows the BOC has achieved "initial" success in pressing forward with reform partly by ushering in strategic investors, it said.
    UBS, Switzerland's biggest bank, announced last month that it will invest 645 million Swiss francs (500 million dollars) in a partnership with the BOC that will develop investment banking and securities products and services in China.
    The new development comes on the heels of the Royal Bank of Scotland Group Plc and Temasek Holdings Ptd Ltd., the investment arm of the Singaporean government, each of which paid about 3.1 billion dollars for 10 percent stakes in the BOC.
    Current limits cap equity stakes in a Chinese bank by any one foreign institution at 20 percent, with the total foreign holdings limited to a maximum of 25 percent.
    Those limits are apparently aimed at preserving state control of major lenders, analysts say.
    According to media reports, Goldman Sachs, American Express Co.and Allianz AG of Germany have already signed a deal to buy a 10 percent stake in China's biggest bank, the Industrial and Commercial Bank of China, for more than 3 billion dollars

    10月10日,中行與亞洲開發(fā)銀行同時(shí)宣布,經(jīng)過雙方協(xié)商談判,亞洲開發(fā)銀行將投資中國(guó)銀行7500萬美元,該項(xiàng)投資三年內(nèi)不可轉(zhuǎn)讓。此項(xiàng)交易尚需獲得有關(guān)政府部門及其他相關(guān)機(jī)構(gòu)的批準(zhǔn)。這是中行引入的最后一家戰(zhàn)略投資者,至此,中行引入外資戰(zhàn)略投資者一事塵埃落定。
    亞開行提供技術(shù)支持
    中行新聞發(fā)言人王兆文表示,亞開行在協(xié)助中國(guó)銀行改善公司治理機(jī)制,并在制定銀行內(nèi)控、反洗錢和環(huán)境保護(hù)政策與程序等方面提供技術(shù)支持。
    盡管與淡馬錫和蘇格蘭皇家銀行(RBS)各投資的31億美元相比,亞開行僅屬于小額投資者。但對(duì)一家致力于消除亞洲太平洋地區(qū)貧困的多國(guó)金融發(fā)展機(jī)構(gòu)而言,此次股權(quán)投資是迄今為止亞開行私營(yíng)部門業(yè)務(wù)局在中國(guó)進(jìn)行的一筆股權(quán)交易。
    在亞開行私營(yíng)部門業(yè)務(wù)局局長(zhǎng)羅伯特·貝斯坦尼(RobertBestani)的眼中,中行作為四大國(guó)有銀行之一,其重組改革將成為中國(guó)金融行業(yè)其他金融機(jī)構(gòu)改革和重組的榜樣。
    亞開行高級(jí)投資官員威廉·維爾姆斯(William Willms)昨日也表示:“這一投資將多邊開放銀行的制衡機(jī)制引入中國(guó)銀行的重組過程,亞開行將協(xié)助中國(guó)銀行繼續(xù)加強(qiáng)其公司治理和內(nèi)控制度?!?BR>    混業(yè)經(jīng)營(yíng)國(guó)際型銀行之路漸清
    “亞開行是中行最后一家戰(zhàn)略投資者?!蓖跽孜淖蛉障虮緢?bào)記者表示。
    “從中行與其戰(zhàn)略投資者的合作中,可以清楚地看出中行今后的發(fā)展方向?!鄙缈圃航鹑谘芯克芯繂T易憲容認(rèn)為,中行今后將走混業(yè)經(jīng)營(yíng)的國(guó)際型銀行之路。
    易憲容分析,中行與RBS除了在傳統(tǒng)的商業(yè)銀行業(yè)務(wù),如在信用卡、理財(cái)、公司業(yè)務(wù)方面合作外,還在個(gè)人保險(xiǎn)等業(yè)務(wù)領(lǐng)域與其合作,而與瑞士銀行的合作則集中在投資銀行和證券業(yè)務(wù)領(lǐng)域,這些都是今后中行將大力發(fā)展的業(yè)務(wù)。而淡馬錫和亞開行,主要是在其公司治理方面、銀行內(nèi)控上助力中行。相比起來,建行更傾向于做大零售業(yè)務(wù),這從建行和中行引入的戰(zhàn)略投資者的區(qū)別中可以看得出來。
    目前,建行正處于IPO的沖刺階段,而中行在完成戰(zhàn)略投資者引入后,將著手籌備上市,預(yù)計(jì)明年3、4月間將在香港上市。
