非常高興再次與大家相聚在中國美麗的海濱城市——廈門。首先，我代表中國政府，向出席第八屆中國投資貿(mào)易洽談會的各位嘉賓以及來自世界60多個(gè)國家和地區(qū)的政府要員和工商界的朋友們表示熱烈的歡迎！對積極參與協(xié)辦中國投資貿(mào)易洽談會的聯(lián)合國貿(mào)發(fā)會議、聯(lián)合國工發(fā)組織、世界投資促進(jìn)機(jī)構(gòu)協(xié)會、國際金融公司等國際組織表示衷心的感謝！ I am so happy of this reunion with you in Xiamen, the beautiful coastal city of China. On behalf of the Chinese government, let me start by warmly welcoming to the 8th China International Fair for Investment and Trade all the distinguished guests, senior officials and business friends from over 60 countries and regions in the world. I would also like to extend my sincere gratitude to UNCTAD, UNIDO, WAIPA, IFC and other international organizations who have been actively involved in organizing CIFIT.
國際投資論壇是中國投資貿(mào)易洽談會的重頭戲，每年都邀請國外政要、知名企業(yè)家和學(xué)者到會演講，就外國直接投資的熱點(diǎn)問題進(jìn)行高水平的探討和交流。今年論壇的主題是鼓勵(lì)外國直接投資，推動經(jīng)濟(jì)共同繁榮，這表明了中國政府堅(jiān)持引進(jìn)來和走出去相結(jié)合，鼓勵(lì)雙向投資，主張互利雙贏，期待與各國共同發(fā)展的良好愿望。 The International Investment Forum is a leading activity of CIFIT, where each year important members of foreign governments, famous entrepreneurs and scholars are invited to deliver speeches and make input and share insight into hot issues regarding FDI. The theme for this year's forum is Encourage FDI and Promote Common Economic Prosperity, which reflects the good aspiration of the Chinese government to strive for common development with other countries by inviting in and going global and by encouraging mutually beneficial two-way investment for win-win.
隨著經(jīng)濟(jì)全球化的不斷加深，跨國直接投資在世界經(jīng)濟(jì)發(fā)展中的地位和作用越來越重要。世界各國包括發(fā)達(dá)國家在內(nèi)，紛紛制定有力的政策措施吸引跨國直接投資，以促進(jìn)本國本地區(qū)經(jīng)濟(jì)的持續(xù)發(fā)展。當(dāng)前，隨著世界經(jīng)濟(jì)增長步伐加快，跨國直接投資正在步入新的增長期。以服務(wù)業(yè)外包和高科技、高附加值的高端制造及研發(fā)環(huán)節(jié)轉(zhuǎn)移為主要特征的新一輪全球產(chǎn)業(yè)結(jié)構(gòu)調(diào)整正在興起。新的產(chǎn)業(yè)轉(zhuǎn)移為世界各國的發(fā)展帶來了新的機(jī)遇。中國將緊緊抓住這個(gè)重要機(jī)遇，進(jìn)一步擴(kuò)大對外開放，加強(qiáng)與各國的經(jīng)貿(mào)合作，在繼續(xù)鼓勵(lì)外商到中國投資的同時(shí)，積極推進(jìn)中國企業(yè)走出去，到海外投資興業(yè)，為促進(jìn)經(jīng)濟(jì)的共同繁榮做出努力。 As economic globalization constantly moves into depth, transnational direct investment is playing an increasingly important role and holding an ever prominent position in the development of world economy. One after another, all countries including the developed ones have formulated effective policy measures to attract FDI so as to promote sustainable progress of their respective economy. Against the quickened world economic growth at present, transnational direct investment is ushering into a new growing period. The new round of global industrial restructuring featuring service outsourcing, manufacturing of high-end high-tech products with high added value and transfer of R&D is flourishing and the new industrial transfer has generated new opportunities for various countries' development. By getting hold of this important opportunity, China will open wider to the outside world, cooperate further with other countries in commerce and trade, energetically encourage Chinese companies to go global while continuing to bring in foreign capital, thus making efforts for the common economic prosperity.

今年是中國改革開放的總設(shè)計(jì)師鄧小平同志誕辰100周年。小平同志強(qiáng)調(diào)現(xiàn)在的世界是開放的世界，中國的發(fā)展離不開世界。小平同志帶領(lǐng)中國走上了改革開放的道路，改變了中國的面貌和中國人民的命運(yùn)，在世界上產(chǎn)生了巨大影響。 This year marks the centenary of the birth of comrade Deng Xiaoping, chief architect of China's reform and opening up. It is comrade Xiaoping that stressed Today's world is an open world and China's development is inseparable from the world, it is comrade Xiaoping that led China onto a road of reform and opening up and changed the visage of China and the fate of the Chinese people, thus exerting a significant influence on the world.
中國改革開放的26年，也是積極吸收外資擴(kuò)大開放促進(jìn)發(fā)展的26年。26年來，中國吸收外商投資從無到有，從小到大，從東部到中西部，從單一方式到多元化，產(chǎn)業(yè)結(jié)構(gòu)和區(qū)域結(jié)構(gòu)不斷優(yōu)化，水平不斷提高，形成了全方位、多層次、寬領(lǐng)域的格局，取得了舉世矚目的成績。 The 26 years of China's reform and opening up are 26 years when China has promoted its development through positively absorbing FDI and opening up wider to the outside world. Over the 26 years, FDI attraction in China has started from scratch, grown from strength to strength, expanded from the east to the central and western regions and continuously diversified in modality, optimized in industrial structure and regional distribution and improved in level. By forming an all-directional, multi-layered and wide-ranging pattern of FDI utilization, China has scored achievements that attracted world wide attention.
截止2004年7月底，外商在華投資累計(jì)設(shè)立企業(yè)49萬余家，實(shí)際投入的金額近5400億美元。外商投資已遍及制造業(yè)、服務(wù)業(yè)、農(nóng)業(yè)、基礎(chǔ)設(shè)施等諸多領(lǐng)域。目前，來華投資的國家和地區(qū)近190個(gè)，全球的500家跨國公司已有400多家在華投資，其中30多家設(shè)立了地區(qū)總部，外商投資設(shè)立的研發(fā)中心超過600家，高新技術(shù)產(chǎn)業(yè)已成為外商投資的熱點(diǎn)。 By the end of July 2004, foreign investors had altogether established over 490,000 enterprises in China with an actually placed investment volume of nearly USD 540 billion. Foreign investment is now widely seen in numerous areas including manufacturing, service, agriculture and infrastructure. To date, there are almost 190 countries and regions having investment in China and of the world's top 500 multinational companies, more than 400 have invested in China and among them, 30 plus have located their regional headquarters in this country together with 600 odd foreign funded R&D centers. High-tech has turned out to be a highlight of FDI.
吸收外資水平的不斷提高促進(jìn)了中國國民經(jīng)濟(jì)持續(xù)健康快速發(fā)展。外商投資，加速了國內(nèi)國外兩種資源和兩個(gè)市場的融合，帶入了現(xiàn)代管理經(jīng)驗(yàn)和市場營銷理念，引進(jìn)了大量資金、適用技術(shù)，增強(qiáng)了自主研發(fā)能力，培養(yǎng)了大批人才，創(chuàng)造了更多的就業(yè)機(jī)會，增加了國家稅收和外匯收入。吸收外資，大大推進(jìn)了中國開放型經(jīng)濟(jì)的形成與發(fā)展，加速了經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整和產(chǎn)業(yè)升級，增強(qiáng)了國家經(jīng)濟(jì)實(shí)力和國際競爭力，促進(jìn)了思想解放和觀念更新，對社會主義市場經(jīng)濟(jì)的建立和法律體系的建設(shè)也起到了重要作用。 Constantly improved FDI attraction has accelerated the sustainable, sound and speedy development of China's national economy. Investment by foreign businesses has stepped up the integration of internal and external resources as well as domestic and foreign markets, introduced modern managerial experience and marketing concept, brought in a good amount of capital and applicable technology, thus sharpening our ability of independent R&D, nurturing a great number of talents, creating more job opportunities and increasing the country's revenue and foreign exchange reserve. FDI attraction has vigorously expedited the formation and development of an open economy in China, picked up its economic restructuring and industrial upgrading, raised the country's economic strength and international competitiveness and facilitated ideological emancipation and conceptual renovation, playing an important role in the establishment of the socialist market economy and building of a legal system.
26年對外開放的實(shí)踐證明，吸收外資是建設(shè)有中國特色社會主義經(jīng)濟(jì)的偉大實(shí)踐之一，是處于社會主義初級階段的中國在不長的時(shí)間內(nèi)實(shí)現(xiàn)跨越式發(fā)展的積極推動力量。在小平同志誕辰100周年之際，緬懷小平同志的豐功偉績，重溫小平同志對外開放思想，我們將更加堅(jiān)定對外開放的信念。 Practice of opening up over the past 26 years has shown that FDI attraction constitutes one of the great practices of building the socialist economy with Chinese characteristics and a strong impetus for China's development by leaps and bounds within a short period in its preliminary stage of socialism. On the occasion of the centenary of comrade Xiaoping's birthday, a recall of his great achievements and a review of his thought of opening up will make our faith in opening up even firmer.

進(jìn)入新世紀(jì)，中國政府將毫不動搖地堅(jiān)持對外開放方針，繼續(xù)積極合理有效地利用外資。近年來，中國的投資環(huán)境進(jìn)一步得到改善。 In the new century, the Chinese government will unswervingly adhere to the opening up guideline and continue to utilize foreign capital in an active, rational and effective manner. The past few years have witnessed further improvement of investment climate in China.
我們修改了有關(guān)法律，簡化了外商投資審批程序，減少了審批內(nèi)容；今年7月1日，中國開始實(shí)施《行政許可法》，以法律的形式限度地減少需要審批的事項(xiàng)，規(guī)范政府機(jī)構(gòu)的行政許可行為；中國政府最近頒布了《關(guān)于投資體制改革的決定》，在投資活動中更加注重市場機(jī)制的作用，進(jìn)一步確立了企業(yè)投資主體的地位。 We have amended relevant laws, streamlined the examination and approval procedure for foreign investment and reduced the number of items subject to such examination and approval. On July 1st this year, Law of Administrative Licensing came into implementation in China, which to the biggest extend possible, legally cuts items subject to exam and approval and standardizes the administrative licensing behavior of government bodies. The recently promulgated Decision on Reform of the Investment System by the Chinese government lays more emphasis on the role of market mechanism in investment activities and further identifies enterprises as major players in investment.
加入世貿(mào)組織以來，中國全面履行入世承諾，修訂了2500多個(gè)法律法規(guī)，加快了對外開放進(jìn)程，在大幅降低關(guān)稅，減少非關(guān)稅措施，按承諾推進(jìn)服務(wù)貿(mào)易開放的基礎(chǔ)上，今年又有新的舉措：7月1日實(shí)施的《對外貿(mào)易法》提前半年兌現(xiàn)了外貿(mào)權(quán)開放的承諾；6月1日實(shí)施的《外商投資商業(yè)領(lǐng)域管理辦法》按時(shí)兌現(xiàn)了分銷的承諾；根據(jù)新修訂的法規(guī)，對外商投資金融、保險(xiǎn)的經(jīng)營地域、業(yè)務(wù)范圍、持股比例的限制將進(jìn)一步放寬。我們還修改了有關(guān)投資性公司的規(guī)定，為跨國公司設(shè)立地區(qū)總部、營運(yùn)中心、財(cái)務(wù)公司、承接服務(wù)外包業(yè)務(wù)創(chuàng)造了有利條件。此外，關(guān)于汽車銷售的相關(guān)規(guī)定以及直銷立法等正在抓緊進(jìn)行，并將于年底前公布。 After joining the WTO, China has been thoroughly implementing its commitments by revising over 2,500 laws and regulations and quickening the opening process. Aside from considerably lowering tariff, reducing non-tariff measures and opening up trade in services according to the commitments, it has taken the following new moves this year: Foreign Trade Law implemented as of July 1st delivered our commitment on opening trading right half a year in advance. Regulations on Foreign Investment in Commercial Areas implemented as of June 1st honored our commitment on distribution as scheduled and according to the newly amended regulations, restrictions on the regions, scope and equity holding for foreign invested finance and insurance businesses will be further relaxed. By modifying regulations concerning investment companies, we have cultivated favorable conditions for multinational companies to set up regional headquarters, operating centers, finance companies and to undertake service outsourcing business. Besides, regulations regarding auto sales and legislation concerning direct selling are intensively underway, which will be made public before the end of this year.
中國政府加快推進(jìn)區(qū)域經(jīng)濟(jì)合作和安排，去年中央政府與香港和澳門特別行政區(qū)簽署了更緊密經(jīng)貿(mào)關(guān)系的安排（CEPA），逐步實(shí)行貨物貿(mào)易自由化，擴(kuò)大開放了18個(gè)服務(wù)貿(mào)易領(lǐng)域，CEPA實(shí)施8個(gè)月來已經(jīng)取得了很好的效果，目前中央政府正在與港澳特區(qū)政府磋商，加快貨物貿(mào)易自由化進(jìn)程，進(jìn)一步擴(kuò)大中國內(nèi)地對港澳服務(wù)業(yè)的開放。中國政府與泰國簽訂了中國-東盟自由貿(mào)易區(qū)早期收獲協(xié)議。中國與東盟、澳大利亞、新西蘭、智利等國家和地區(qū)建立自由貿(mào)易區(qū)的談判和可研也正在加緊進(jìn)行。境外投資者通過這些協(xié)議和安排進(jìn)入中國市場，可以獲得更寬松的準(zhǔn)入條件和更優(yōu)惠的待遇。 The Chinese government has stepped up regional economic cooperation and arrangements. After the signing of CEPA between the Central Government and Hong Kong and Macao SARs last year, liberalization of trade in goods has been gradually exercised with 18 sectors of trade in services further opened up, yielding pretty good results over the 8 months of implementation. Presently the Central Government is consulting with administrations of Hong Kong and Macao SARs for accelerated trade in goods liberalization and further opening of the mainland's service sectors. The Chinese government has concluded the Early Harvest Agreement with Thailand under the China-ASEAN FTA. Negotiation and feasibility study on FTA are intensified between China and ASEAN, Australia, New Zealand and Chile, among others. Through these agreements and arrangements, foreign investors can obtain more relaxed access conditions and more preferential treatment in their entry into the Chinese market.
中國政府高度重視知識產(chǎn)權(quán)保護(hù)工作，將其作為改善投資環(huán)境的主要內(nèi)容。保護(hù)知識產(chǎn)權(quán)，維護(hù)權(quán)利人利益，這不僅是樹立國際信用，開展國際合作的需要，更是完善市場經(jīng)濟(jì)體制，促進(jìn)中國經(jīng)濟(jì)自身發(fā)展的需要。在這個(gè)問題上，我們的態(tài)度是鮮明的，行動是堅(jiān)決的。目前，中國已經(jīng)建立了符合國際規(guī)則的知識產(chǎn)權(quán)法律法規(guī)體系，并參加了幾乎所有保護(hù)知識產(chǎn)權(quán)的國際組織。為加大知識產(chǎn)權(quán)保護(hù)的力度，中國政府成立了由12個(gè)國務(wù)院部門組成的國家保護(hù)知識產(chǎn)權(quán)工作組，由我擔(dān)任組長，統(tǒng)一領(lǐng)導(dǎo)和協(xié)調(diào)全國保護(hù)知識產(chǎn)權(quán)工作，并建立了跨部門、跨省市的知識產(chǎn)權(quán)執(zhí)法協(xié)調(diào)機(jī)制。執(zhí)法部門與外商投資企業(yè)建立了良好的溝通協(xié)調(diào)機(jī)制，加強(qiáng)了在打擊侵權(quán)犯罪方面的合作與互動。中國人民法院和人民檢察院正在抓緊擬訂關(guān)于辦理侵犯知識產(chǎn)權(quán)刑事案件具體應(yīng)用法律若干問題的解釋，將適當(dāng)降低知識產(chǎn)權(quán)犯罪的刑事制裁門檻。各執(zhí)法部門相互配合，每年聯(lián)合開展多項(xiàng)打擊侵權(quán)犯罪的專項(xiàng)整治行動，取得了明顯的成效。中國各級政府定期舉辦保護(hù)知識產(chǎn)權(quán)宣傳教育周，利用各種場合，開展形式多樣的活動，不斷提高人民保護(hù)知識產(chǎn)權(quán)的意識。 The Chinese government attaches great importance to IPR protection and regards it the main content of improving the investment environment. To protect IPR and safeguard the interests of right holders is not only required by building international credit and forging international cooperation, but also required by perfecting the market economy system and boosting China's own economic development. On this issue, our attitude is clear-cut and our action is determined. So far, China has established a legal system of IPR consistent with international rules and acceded to almost all the international organizations on IPR protection. In a bid to intensify IPR protection, the Chinese government has formed the National Working Group on IPR Protection consisting of 12 agencies under the State Council, wherein I serve as director and the group is exercising uniform leadership and coordination over the country's IPR protection work, a multi-department and cross-province IPR enforcement coordination mechanism has been shaped. A sound communication and coordination mechanism between enforcement departments and FIEs has been put into place with cooperation and interaction in striking infringement crimes strengthened. The Supreme People's Court and Supreme People's Procuratorate are making intensive efforts to draft the Interpretation on Several Issues concerning Laws Applicable for Criminal IPR Infringement Cases, which will properly lower the threshold for criminal sanction of IPR-related crimes. Working in collaboration with one another, enforcement bodies jointly launch specialized campaigns to crack down on infringement and crimes each year, achieving obvious effect. Governments at various levels in China regularly hold IPR publicity and education week and sponsor diversified activities, with a view to constantly improving people's awareness of IPR protection.
今年上半年，中國吸收外資保持了良好的態(tài)勢，外商在華投資新設(shè)立企業(yè)超過2萬家，同比增長13％，實(shí)際使用外資金額339億美元，增長12%。這種增長勢頭不僅得益于世界經(jīng)濟(jì)的發(fā)展，也是中國政府堅(jiān)持致力于創(chuàng)造更加良好投資環(huán)境的結(jié)果。 A sound momentum has been built for FDI attraction in the first half of this year in China. Newly established enterprises with foreign investment surpassed 20,000, growing by 13 percent year on year and actually utilized investment amounted to USD 33.9 billion, surging by 12 percent. Such a growing momentum has benefited from not only the world economic development, but also commitment of the Chinese government to creating a better investment environment.
女士們，先生們， Ladies and gentlemen,
在中國政府的積極推進(jìn)下，中國企業(yè)實(shí)施走出去戰(zhàn)略實(shí)現(xiàn)了較大跨越。截止2003年底，中國企業(yè)在160多個(gè)國家和地區(qū)投資設(shè)立了7470家企業(yè)，中方直接投資金額已超過332億美元。近年來，中國企業(yè)在海外投資已由初期的以進(jìn)出口貿(mào)易、航運(yùn)和餐飲為主拓展到生產(chǎn)加工、農(nóng)業(yè)合作、資源開發(fā)、工程承包和研究開發(fā)等眾多領(lǐng)域，投資方式也從單一的投資辦廠，發(fā)展到跨國并購、股權(quán)置換、境外上市、設(shè)立研發(fā)中心、創(chuàng)辦工業(yè)園區(qū)等多種形式。 Thanks to the vigorous promotion by the government, Chinese enterprises have made considerable headways in pushing through the strategy of going global. By the end of 2003, Chinese enterprises have invested to set up 7,470 ventures in more than 160 countries and regions, with more than USD 33.2 billion worth of direct commitment from China. In recent years, the scope and range of overseas investment by Chinese enterprises has extended from being originally dominated by foreign trade, marine transportation and catering to diversifying into manufacturing and processing, agricultural cooperation, resource development, engineering contracting and R&D. The approach of their investment has also evolved from one of investment to set up factories to various forms of engagement including cross-border mergers and acquisitions, equity swap, overseas listing, the establishment of R&D centers as well as industrial parks.
推動有實(shí)力的企業(yè)走出去，是中國政府確立的重大政策目標(biāo)。為進(jìn)一步提高對外開放水平，中國政府將長期堅(jiān)持實(shí)施引進(jìn)來和走出去相結(jié)合的方針，在平等互利的基礎(chǔ)上加強(qiáng)和擴(kuò)大同世界各國的交流與合作，同各國人民一道，推動經(jīng)濟(jì)全球化朝著有利于共同繁榮的方向發(fā)展。在此，我也希望各國各地區(qū)政府同樣采取積極的投資促進(jìn)措施，完善投資政策和投資環(huán)境，為中國企業(yè)到貴國、貴地區(qū)投資興業(yè)創(chuàng)造更為寬松、更為有利的條件。 It is a major policy objective set forth by the Chinese government to promote the country's competent enterprises to go global. In order to further enhance the level of opening up, the Chinese government will persist in combining ushering in FDI with going global in the long run, thus strengthening its exchanges and cooperation with the other countries under the premise of equality and mutual benefit while joining hands with the other peoples in steering economic globalization in the direction of common prosperity. I would like to hereby call on the governments in other countries and regions to adopt the same positive measures at investment promotion and improve their respective policy and investment environment, thereby creating even more flexible and favorable conditions for Chinese enterprises making investment and starting their ventures in these countries and regions.

在世界經(jīng)濟(jì)復(fù)蘇加快的同時(shí)，中國經(jīng)濟(jì)繼續(xù)高速增長。去年，中國經(jīng)濟(jì)實(shí)現(xiàn)了9.1%的增長。進(jìn)口總額達(dá)到4218億美元，增長40％，比上年凈增加1170億美元，已經(jīng)成為世界第三大進(jìn)口國。銀行、保險(xiǎn)、證券、分銷、通訊、旅游、運(yùn)輸?shù)确?wù)業(yè)領(lǐng)域吸納的外資，以前所未有的速度大幅增長。中國政府規(guī)劃了本世紀(jì)頭20年全面建設(shè)小康社會的宏偉藍(lán)圖，預(yù)計(jì)到2020年國內(nèi)生產(chǎn)總值將達(dá)到4萬多億美元，年進(jìn)口額將達(dá)到1萬億美元左右，屆時(shí)中國可望成為世界第二大市場。對敏銳的投資者來說，這意味著無限的商機(jī)。 Alongside the expedited recovery of the global economy, the Chinese economy is keeping up its high growth momentum. Last year, our economy registered a 9.1 percent growth rate. Our import was valued at USD 421.8 billion, surging by 40 percent over that of the previous year and representing a net increase of USD 117 billion, which enable us to become the world's 3rd largest importer. Unprecedented substantial growth have also been identified in FDI inflow into such service sectors as banking, insurance, distribution, communication, tourism and transportation. The Chinese government has laid out a grand blueprint to build a well-off society in an all-round way during the 1st two decades of this century. Our GDP is expected to top at over USD 4 trillion and annual import to reach USD 1 trillion in value by 2020, thus making China the world's 2nd largest market by then. For any investors with an acute sense of detection, this in itself implies infinite business opportunities.

We encourage foreign investors to commit more in the areas of new and high-tech industries and the establishment of R&D centers to this end, which would engender for them new competitive edges and greater successes in the fiercer state of competition. MNCs are encouraged to set up their regional headquarters, supporting bases, procurement centers, logistics hubs and operational focuses in China, while speed up the process of localization in terms of human resources, R&D, manufacturing, supporting and operation. Investors are encouraged to look more frequently at China as the optimal location to undertake service outsourcing businesses, providing all kinds of quality service offerings to the global networks of MNCs by leveraging on China's ever experienced high-caliber professionals and the country's well-established communication infrastructure. We will also encourage our SMEs to intensify their efforts on cooperating with foreign counterparts and participating in international competition. Chinese enterprises are encouraged to join MNCs in exploring and advancing their mutually beneficial cooperation in the international market, take on partners who will draw on each other's strengths while sharing risk and benefits, thus together venturing into the international market and scoring legends of business successes.

One after another, all countries including the developed ones have formulated effective policy measures to attract FDI so as to promote sustainable progress of their respective economy. Against the quickened world economic growth at present, transnational direct investment is ushering into a new growing period. The new round of global industrial restructuring featuring service outsourcing, manufacturing of high-end high-tech products with high added value and transfer of R&D is flourishing and the new industrial transfer has generated new opportunities for various countries' development. By getting hold of this important opportunity, China will open wider to the outside world, cooperate further with other countries in commerce and trade, energetically encourage Chinese companies to go global while continuing to bring in foreign capital, thus making efforts for the common economic prosperity.

今年是中國改革開放的總設(shè)計(jì)師鄧小平同志誕辰100周年。小平同志強(qiáng)調(diào)現(xiàn)在的世界是開放的世界，中國的發(fā)展離不開世界。小平同志帶領(lǐng)中國走上了改革開放的道路，改變了中國的面貌和中國人民的命運(yùn)，在世界上產(chǎn)生了巨大影響。 This year marks the centenary of the birth of comrade Deng Xiaoping, chief architect of China's reform and opening up. It is comrade Xiaoping that stressed Today's world is an open world and China's development is inseparable from the world, it is comrade Xiaoping that led China onto a road of reform and opening up and changed the visage of China and the fate of the Chinese people, thus exerting a significant influence on the world.
中國改革開放的26年，也是積極吸收外資擴(kuò)大開放促進(jìn)發(fā)展的26年。26年來，中國吸收外商投資從無到有，從小到大，從東部到中西部，從單一方式到多元化，產(chǎn)業(yè)結(jié)構(gòu)和區(qū)域結(jié)構(gòu)不斷優(yōu)化，水平不斷提高，形成了全方位、多層次、寬領(lǐng)域的格局，取得了舉世矚目的成績。 The 26 years of China's reform and opening up are 26 years when China has promoted its development through positively absorbing FDI and opening up wider to the outside world. Over the 26 years, FDI attraction in China has started from scratch, grown from strength to strength, expanded from the east to the central and western regions and continuously diversified in modality, optimized in industrial structure and regional distribution and improved in level. By forming an all-directional, multi-layered and wide-ranging pattern of FDI utilization, China has scored achievements that attracted world wide attention.
截止2004年7月底，外商在華投資累計(jì)設(shè)立企業(yè)49萬余家，實(shí)際投入的金額近5400億美元。外商投資已遍及制造業(yè)、服務(wù)業(yè)、農(nóng)業(yè)、基礎(chǔ)設(shè)施等諸多領(lǐng)域。目前，來華投資的國家和地區(qū)近190個(gè)，全球的500家跨國公司已有400多家在華投資，其中30多家設(shè)立了地區(qū)總部，外商投資設(shè)立的研發(fā)中心超過600家，高新技術(shù)產(chǎn)業(yè)已成為外商投資的熱點(diǎn)。 By the end of July 2004, foreign investors had altogether established over 490,000 enterprises in China with an actually placed investment volume of nearly USD 540 billion. Foreign investment is now widely seen in numerous areas including manufacturing, service, agriculture and infrastructure. To date, there are almost 190 countries and regions having investment in China and of the world's top 500 multinational companies, more than 400 have invested in China and among them, 30 plus have located their regional headquarters in this country together with 600 odd foreign funded R&D centers. High-tech has turned out to be a highlight of FDI.

Investment by foreign businesses has stepped up the integration of internal and external resources as well as domestic and foreign markets, introduced modern managerial experience and marketing concept, brought in a good amount of capital and applicable technology, thus sharpening our ability of independent R&D, nurturing a great number of talents, creating more job opportunities and increasing the country's revenue and foreign exchange reserve. FDI attraction has vigorously expedited the formation and development of an open economy in China, picked up its economic restructuring and industrial upgrading, raised the country's economic strength and international competitiveness and facilitated ideological emancipation and conceptual renovation, playing an important role in the establishment of the socialist market economy and building of a legal system.
26年對外開放的實(shí)踐證明，吸收外資是建設(shè)有中國特色社會主義經(jīng)濟(jì)的偉大實(shí)踐之一，是處于社會主義初級階段的中國在不長的時(shí)間內(nèi)實(shí)現(xiàn)跨越式發(fā)展的積極推動力量。在小平同志誕辰100周年之際，緬懷小平同志的豐功偉績，重溫小平同志對外開放思想，我們將更加堅(jiān)定對外開放的信念。 Practice of opening up over the past 26 years has shown that FDI attraction constitutes one of the great practices of building the socialist economy with Chinese characteristics and a strong impetus for China's development by leaps and bounds within a short period in its preliminary stage of socialism. On the occasion of the centenary of comrade Xiaoping's birthday, a recall of his great achievements and a review of his thought of opening up will make our faith in opening up even firmer.

進(jìn)入新世紀(jì)，中國政府將毫不動搖地堅(jiān)持對外開放方針，繼續(xù)積極合理有效地利用外資。近年來，中國的投資環(huán)境進(jìn)一步得到改善。 In the new century, the Chinese government will unswervingly adhere to the opening up guideline and continue to utilize foreign capital in an active, rational and effective manner. The past few years have witnessed further improvement of investment climate in China.
我們修改了有關(guān)法律，簡化了外商投資審批程序，減少了審批內(nèi)容；今年7月1日，中國開始實(shí)施《行政許可法》，以法律的形式限度地減少需要審批的事項(xiàng)，規(guī)范政府機(jī)構(gòu)的行政許可行為；中國政府最近頒布了《關(guān)于投資體制改革的決定》，在投資活動中更加注重市場機(jī)制的作用，進(jìn)一步確立了企業(yè)投資主體的地位。 We have amended relevant laws, streamlined the examination and approval procedure for foreign investment and reduced the number of items subject to such examination and approval. On July 1st this year, Law of Administrative Licensing came into implementation in China, which to the biggest extend possible, legally cuts items subject to exam and approval and standardizes the administrative licensing behavior of government bodies. The recently promulgated Decision on Reform of the Investment System by the Chinese government lays more emphasis on the role of market mechanism in investment activities and further identifies enterprises as major players in investment.
加入世貿(mào)組織以來，中國全面履行入世承諾，修訂了2500多個(gè)法律法規(guī)，加快了對外開放進(jìn)程，在大幅降低關(guān)稅，減少非關(guān)稅措施，按承諾推進(jìn)服務(wù)貿(mào)易開放的基礎(chǔ)上，今年又有新的舉措：7月1日實(shí)施的《對外貿(mào)易法》提前半年兌現(xiàn)了外貿(mào)權(quán)開放的承諾；6月1日實(shí)施的《外商投資商業(yè)領(lǐng)域管理辦法》按時(shí)兌現(xiàn)了分銷的承諾；根據(jù)新修訂的法規(guī)，對外商投資金融、保險(xiǎn)的經(jīng)營地域、業(yè)務(wù)范圍、持股比例的限制將進(jìn)一步放寬。我們還修改了有關(guān)投資性公司的規(guī)定，為跨國公司設(shè)立地區(qū)總部、營運(yùn)中心、財(cái)務(wù)公司、承接服務(wù)外包業(yè)務(wù)創(chuàng)造了有利條件。此外，關(guān)于汽車銷售的相關(guān)規(guī)定以及直銷立法等正在抓緊進(jìn)行，并將于年底前公布。 After joining the WTO, China has been thoroughly implementing its commitments by revising over 2,500 laws and regulations and quickening the opening process. Aside from considerably lowering tariff, reducing non-tariff measures and opening up trade in services according to the commitments, it has taken the following new moves this year: Foreign Trade Law implemented as of July 1st delivered our commitment on opening trading right half a year in advance. Regulations on Foreign Investment in Commercial Areas implemented as of June 1st honored our commitment on distribution as scheduled and according to the newly amended regulations, restrictions on the regions, scope and equity holding for foreign invested finance and insurance businesses will be further relaxed. By modifying regulations concerning investment companies, we have cultivated favorable conditions for multinational companies to set up regional headquarters, operating centers, finance companies and to undertake service outsourcing business. Besides, regulations regarding auto sales and legislation concerning direct selling are intensively underway, which will be made public before the end of this year.
中國政府加快推進(jìn)區(qū)域經(jīng)濟(jì)合作和安排，去年中央政府與香港和澳門特別行政區(qū)簽署了更緊密經(jīng)貿(mào)關(guān)系的安排（CEPA），逐步實(shí)行貨物貿(mào)易自由化，擴(kuò)大開放了18個(gè)服務(wù)貿(mào)易領(lǐng)域，CEPA實(shí)施8個(gè)月來已經(jīng)取得了很好的效果，目前中央政府正在與港澳特區(qū)政府磋商，加快貨物貿(mào)易自由化進(jìn)程，進(jìn)一步擴(kuò)大中國內(nèi)地對港澳服務(wù)業(yè)的開放。中國政府與泰國簽訂了中國-東盟自由貿(mào)易區(qū)早期收獲協(xié)議。中國與東盟、澳大利亞、新西蘭、智利等國家和地區(qū)建立自由貿(mào)易區(qū)的談判和可研也正在加緊進(jìn)行。境外投資者通過這些協(xié)議和安排進(jìn)入中國市場，可以獲得更寬松的準(zhǔn)入條件和更優(yōu)惠的待遇。 The Chinese government has stepped up regional economic cooperation and arrangements. After the signing of CEPA between the Central Government and Hong Kong and Macao SARs last year, liberalization of trade in goods has been gradually exercised with 18 sectors of trade in services further opened up, yielding pretty good results over the 8 months of implementation. Presently the Central Government is consulting with administrations of Hong Kong and Macao SARs for accelerated trade in goods liberalization and further opening of the mainland's service sectors. The Chinese government has concluded the Early Harvest Agreement with Thailand under the China-ASEAN FTA. Negotiation and feasibility study on FTA are intensified between China and ASEAN, Australia, New Zealand and Chile, among others. Through these agreements and arrangements, foreign investors can obtain more relaxed access conditions and more preferential treatment in their entry into the Chinese market.
中國政府高度重視知識產(chǎn)權(quán)保護(hù)工作，將其作為改善投資環(huán)境的主要內(nèi)容。保護(hù)知識產(chǎn)權(quán)，維護(hù)權(quán)利人利益，這不僅是樹立國際信用，開展國際合作的需要，更是完善市場經(jīng)濟(jì)體制，促進(jìn)中國經(jīng)濟(jì)自身發(fā)展的需要。在這個(gè)問題上，我們的態(tài)度是鮮明的，行動是堅(jiān)決的。目前，中國已經(jīng)建立了符合國際規(guī)則的知識產(chǎn)權(quán)法律法規(guī)體系，并參加了幾乎所有保護(hù)知識產(chǎn)權(quán)的國際組織。為加大知識產(chǎn)權(quán)保護(hù)的力度，中國政府成立了由12個(gè)國務(wù)院部門組成的國家保護(hù)知識產(chǎn)權(quán)工作組，由我擔(dān)任組長，統(tǒng)一領(lǐng)導(dǎo)和協(xié)調(diào)全國保護(hù)知識產(chǎn)權(quán)工作，并建立了跨部門、跨省市的知識產(chǎn)權(quán)執(zhí)法協(xié)調(diào)機(jī)制。執(zhí)法部門與外商投資企業(yè)建立了良好的溝通協(xié)調(diào)機(jī)制，加強(qiáng)了在打擊侵權(quán)犯罪方面的合作與互動。中國人民法院和人民檢察院正在抓緊擬訂關(guān)于辦理侵犯知識產(chǎn)權(quán)刑事案件具體應(yīng)用法律若干問題的解釋，將適當(dāng)降低知識產(chǎn)權(quán)犯罪的刑事制裁門檻。各執(zhí)法部門相互配合，每年聯(lián)合開展多項(xiàng)打擊侵權(quán)犯罪的專項(xiàng)整治行動，取得了明顯的成效。中國各級政府定期舉辦保護(hù)知識產(chǎn)權(quán)宣傳教育周，利用各種場合，開展形式多樣的活動，不斷提高人民保護(hù)知識產(chǎn)權(quán)的意識。 The Chinese government attaches great importance to IPR protection and regards it the main content of improving the investment environment. To protect IPR and safeguard the interests of right holders is not only required by building international credit and forging international cooperation, but also required by perfecting the market economy system and boosting China's own economic development. On this issue, our attitude is clear-cut and our action is determined. So far, China has established a legal system of IPR consistent with international rules and acceded to almost all the international organizations on IPR protection. In a bid to intensify IPR protection, the Chinese government has formed the National Working Group on IPR Protection consisting of 12 agencies under the State Council, wherein I serve as director and the group is exercising uniform leadership and coordination over the country's IPR protection work, a multi-department and cross-province IPR enforcement coordination mechanism has been shaped. A sound communication and coordination mechanism between enforcement departments and FIEs has been put into place with cooperation and interaction in striking infringement crimes strengthened. The Supreme People's Court and Supreme People's Procuratorate are making intensive efforts to draft the Interpretation on Several Issues concerning Laws Applicable for Criminal IPR Infringement Cases, which will properly lower the threshold for criminal sanction of IPR-related crimes. Working in collaboration with one another, enforcement bodies jointly launch specialized campaigns to crack down on infringement and crimes each year, achieving obvious effect. Governments at various levels in China regularly hold IPR publicity and education week and sponsor diversified activities, with a view to constantly improving people's awareness of IPR protection.
今年上半年，中國吸收外資保持了良好的態(tài)勢，外商在華投資新設(shè)立企業(yè)超過2萬家，同比增長13％，實(shí)際使用外資金額339億美元，增長12%。這種增長勢頭不僅得益于世界經(jīng)濟(jì)的發(fā)展，也是中國政府堅(jiān)持致力于創(chuàng)造更加良好投資環(huán)境的結(jié)果。 A sound momentum has been built for FDI attraction in the first half of this year in China. Newly established enterprises with foreign investment surpassed 20,000, growing by 13 percent year on year and actually utilized investment amounted to USD 33.9 billion, surging by 12 percent. Such a growing momentum has benefited from not only the world economic development, but also commitment of the Chinese government to creating a better investment environment.

在中國政府的積極推進(jìn)下，中國企業(yè)實(shí)施走出去戰(zhàn)略實(shí)現(xiàn)了較大跨越。截止2003年底，中國企業(yè)在160多個(gè)國家和地區(qū)投資設(shè)立了7470家企業(yè)，中方直接投資金額已超過332億美元。近年來，中國企業(yè)在海外投資已由初期的以進(jìn)出口貿(mào)易、航運(yùn)和餐飲為主拓展到生產(chǎn)加工、農(nóng)業(yè)合作、資源開發(fā)、工程承包和研究開發(fā)等眾多領(lǐng)域，投資方式也從單一的投資辦廠，發(fā)展到跨國并購、股權(quán)置換、境外上市、設(shè)立研發(fā)中心、創(chuàng)辦工業(yè)園區(qū)等多種形式。 Thanks to the vigorous promotion by the government, Chinese enterprises have made considerable headways in pushing through the strategy of going global. By the end of 2003, Chinese enterprises have invested to set up 7,470 ventures in more than 160 countries and regions, with more than USD 33.2 billion worth of direct commitment from China. In recent years, the scope and range of overseas investment by Chinese enterprises has extended from being originally dominated by foreign trade, marine transportation and catering to diversifying into manufacturing and processing, agricultural cooperation, resource development, engineering contracting and R&D. The approach of their investment has also evolved from one of investment to set up factories to various forms of engagement including cross-border mergers and acquisitions, equity swap, overseas listing, the establishment of R&D centers as well as industrial parks.

In order to further enhance the level of opening up, the Chinese government will persist in combining ushering in FDI with going global in the long run, thus strengthening its exchanges and cooperation with the other countries under the premise of equality and mutual benefit while joining hands with the other peoples in steering economic globalization in the direction of common prosperity. I would like to hereby call on the governments in other countries and regions to adopt the same positive measures at investment promotion and improve their respective policy and investment environment, thereby creating even more flexible and favorable conditions for Chinese enterprises making investment and starting their ventures in these countries and regions.

在世界經(jīng)濟(jì)復(fù)蘇加快的同時(shí)，中國經(jīng)濟(jì)繼續(xù)高速增長。去年，中國經(jīng)濟(jì)實(shí)現(xiàn)了9.1%的增長。進(jìn)口總額達(dá)到4218億美元，增長40％，比上年凈增加1170億美元，已經(jīng)成為世界第三大進(jìn)口國。銀行、保險(xiǎn)、證券、分銷、通訊、旅游、運(yùn)輸?shù)确?wù)業(yè)領(lǐng)域吸納的外資，以前所未有的速度大幅增長。中國政府規(guī)劃了本世紀(jì)頭20年全面建設(shè)小康社會的宏偉藍(lán)圖，預(yù)計(jì)到2020年國內(nèi)生產(chǎn)總值將達(dá)到4萬多億美元，年進(jìn)口額將達(dá)到1萬億美元左右，屆時(shí)中國可望成為世界第二大市場。對敏銳的投資者來說，這意味著無限的商機(jī)。 Alongside the expedited recovery of the global economy, the Chinese economy is keeping up its high growth momentum. Last year, our economy registered a 9.1 percent growth rate. Our import was valued at USD 421.8 billion, surging by 40 percent over that of the previous year and representing a net increase of USD 117 billion, which enable us to become the world's 3rd largest importer. Unprecedented substantial growth have also been identified in FDI inflow into such service sectors as banking, insurance, distribution, communication, tourism and transportation. The Chinese government has laid out a grand blueprint to build a well-off society in an all-round way during the 1st two decades of this century. Our GDP is expected to top at over USD 4 trillion and annual import to reach USD 1 trillion in value by 2020, thus making China the world's 2nd largest market by then. For any investors with an acute sense of detection, this in itself implies infinite business opportunities.
中國政府鼓勵(lì)境外投資者積極參與西部大開發(fā)和振興東北老工業(yè)基地的計(jì)劃，從中尋求更多的機(jī)遇和更大的發(fā)展空間；鼓勵(lì)外商加大在高新技術(shù)領(lǐng)域和研發(fā)中心的投資，在更加激烈的競爭中創(chuàng)造新的優(yōu)勢，獲得更大的成功；鼓勵(lì)更多的跨國公司在中國設(shè)立地區(qū)總部、配套基地、采購中心、物流中心和運(yùn)營中心，并加快實(shí)現(xiàn)人才、研發(fā)、生產(chǎn)、配套、運(yùn)營的本地化；鼓勵(lì)更多的投資者將中國視為承接服務(wù)外包的優(yōu)選地區(qū)，借助中國不斷成熟的高素質(zhì)人力資源和良好的通信基礎(chǔ)設(shè)施，為跨國公司全球服務(wù)網(wǎng)絡(luò)提供各類優(yōu)質(zhì)服務(wù)產(chǎn)品；鼓勵(lì)中國的中小企業(yè)加大對外合作，參與國際競爭；鼓勵(lì)中國企業(yè)和跨國公司共同探索和擴(kuò)大在國際市場上的互利合作，結(jié)成優(yōu)勢互補(bǔ)、風(fēng)險(xiǎn)共擔(dān)、利益共享的合作伙伴，共同拓展國際市場，譜寫創(chuàng)業(yè)傳奇。 The Chinese government encourages foreign investors to take an active part in the drive to develop the country's vast western region and to revitalize the old industrial bases in northeast China so as to access more opportunities and ever broader scope of development. We encourage foreign investors to commit more in the areas of new and high-tech industries and the establishment of R&D centers to this end, which would engender for them new competitive edges and greater successes in the fiercer state of competition. MNCs are encouraged to set up their regional headquarters, supporting bases, procurement centers, logistics hubs and operational focuses in China, while speed up the process of localization in terms of human resources, R&D, manufacturing, supporting and operation. Investors are encouraged to look more frequently at China as the optimal location to undertake service outsourcing businesses, providing all kinds of quality service offerings to the global networks of MNCs by leveraging on China's ever experienced high-caliber professionals and the country's well-established communication infrastructure. We will also encourage our SMEs to intensify their efforts on cooperating with foreign counterparts and participating in international competition. Chinese enterprises are encouraged to join MNCs in exploring and advancing their mutually beneficial cooperation in the international market, take on partners who will draw on each other's strengths while sharing risk and benefits, thus together venturing into the international market and scoring legends of business successes.

中國已經(jīng)成為世界上吸收外商投資最多的國家之一，并將日漸成為重要的對外投資國。中國經(jīng)濟(jì)在發(fā)展，社會在進(jìn)步。一個(gè)充滿活力、更加開放的中國，將成為世界各國理想的合作伙伴。相互依存、互利共贏的經(jīng)貿(mào)關(guān)系，必將成為促進(jìn)共同發(fā)展、共同繁榮的強(qiáng)大動力。 Now China has already joined the ranks of nations with the largest amount of FDI inflow and will gradually progress into an important source of overseas investment. The Chinese economy is growing and its society is moving forward. A China full of vitality and more open to the outside world will become the ideal cooperation partner for all other countries. An economic and trade relationship featuring interdependence, mutual benefit and a win-win outcome will provide strong incentive fuelling the drive of common development and prosperity.
