第五期"中國-非洲經(jīng)濟(jì)管理官員研修班"今天圓滿結(jié)束了。在此，我謹(jǐn)代表中國對外貿(mào)易經(jīng)濟(jì)合作部和石廣生部長，向研修班全體官員和工作人員表示熱烈的祝賀！ Today, the 5th session of China-Africa Seminar for Economic Management Officials has concluded with complete success. I would like hereby, on behalf of the Ministry of Foreign Trade and Economic Cooperation of China and Minister Shi Guangsheng, to extend warm congratulations to all the participants and staff of this seminar.
我國領(lǐng)導(dǎo)人非常重視發(fā)展中國與非洲各國的友好合作關(guān)系。江澤民主席親自倡導(dǎo)舉辦的研修班，是中國政府和人民愿意與非洲國家加強(qiáng)友好合作、促進(jìn)共同發(fā)展的又一體現(xiàn)。一個(gè)多月來，研修班采取專題介紹、座談交流和參觀考察相結(jié)合的方式，邀請了中國的有關(guān)專家、學(xué)者和政府官員在京舉辦專題講座，介紹中國經(jīng)濟(jì)建設(shè)的發(fā)展道路，特別是改革開放以來所取得的經(jīng)驗(yàn)與教訓(xùn)；組織全體學(xué)員參觀訪問了沿海經(jīng)濟(jì)發(fā)達(dá)地區(qū)的福建省和中西部經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)的四川和河南省；參加了在廈門舉辦的"中國投資貿(mào)易洽談會(huì)"和"中非合作論壇-北京2000年部長級會(huì)議"；舉辦了"中國-非洲投資貿(mào)易介紹會(huì)"，由17國官員向來自中國各省市的百余位政府官員、企業(yè)代表介紹各自國家的經(jīng)濟(jì)貿(mào)易政策和投資環(huán)境，使中國企業(yè)增進(jìn)了對你們國家的了解。通過參觀考察，你們同中國人民進(jìn)行了廣泛的接觸、交流，親身感受了中國人民對非洲人民的真摯感情；與中國企業(yè)家們一起探討了擴(kuò)大中國和非洲17國經(jīng)貿(mào)合作的新領(lǐng)域、新途徑、新方式。通過相互學(xué)習(xí)、相互交流，我們加深了了解，增進(jìn)了彼此間的友誼。 Chinese leaders attach great importance to develop friendly and cooperative relations between China and African countries. The China-Africa Seminar for Economic Management Officials initiated by His Excellency President Jiang Zemin is another reflection of the willingness cherished by the Chinese government and people to strengthen friendly cooperation and promote common development. During the past month or so, Chinese experts, scholars and senior officials have resorted to different forms such as presentations on various subjects, exchange of ideas in meetings, visits and discussions to share with participants of this seminar the development path of its economic construction, in particular the experiences and lessons since the introduction of reform. Moreover, all participants have been organized to pay field trips to not only developed coastal region like Fujian province but also underdeveloped areas in the central and western part of China such as Sichuan and Henan provinces. African officials have also participated in the China Fair for International Investment and Trade in Xiamen and the Forum on China-Africa Cooperation-Ministerial Conference Beijing 2000. During the session, an Information-sharing Meeting on China-Africa Investment and Trade was also held. On that occasion, African participants from 17 countries illustrated to over a hundred Chinese government officials and business representatives from different provinces and municipalities about the economic and trade policies as well as investment climate of their respective countries, which have helped Chinese companies get a better understanding on your countries. Through those visits, you have contacted and communicated extensively with the Chinese people and found out by yourselves the sincere feelings of the Chinese people towards African people. Besides, you have jointly explored with Chinese entrepreneurs new areas, approaches and methods of economic and trade cooperation between China and the 17 African countries. It is mutual study and communications that have enhanced understanding and promoted friendship between us.
有44個(gè)非洲國家和18個(gè)國際與地區(qū)組織參加了不久前舉行的"中非合作論壇-北京2000年部長級會(huì)議"。論壇通過了《北京宣言》和《中國非洲經(jīng)濟(jì)與社會(huì)發(fā)展綱要》，各國都表達(dá)了相互合作，相互促進(jìn)，共同發(fā)展的真誠愿望。我相信此次論壇和會(huì)上通過的兩個(gè)文件，必將對中非關(guān)系的跨世紀(jì)發(fā)展，對促進(jìn)南南合作和推動(dòng)建立公正合理的國際政治經(jīng)濟(jì)新秩序，產(chǎn)生深遠(yuǎn)的影響，從而形成中非友好關(guān)系和經(jīng)貿(mào)合作的新格局。 Recently, 44 African countries plus 18 international and regional organizations participated in the Forum on China-Africa Cooperation-Ministerial Conference Beijing 2000 which has passed the Beijing Declaration and the Program on the Economic and Social Development of China and Africa. All participating countries have expressed sincere wishes of mutual cooperation, promotion and common development. It is my belief that the Forum and the above-mentioned two documents shall have far-reaching effects on cross-century development of Sino-African relations, South-South cooperation and the establishment of new international political and economic order which is just and rational, forming a new pattern of China-Africa friendly relationship and economic cooperation.
中國自1978年改革開放以來，發(fā)生了翻天覆地的變化，工業(yè)、農(nóng)業(yè)、科技及文化等領(lǐng)域發(fā)展迅速，綜合國力增強(qiáng)，取得了舉世矚目的成就。但是，中國仍然是個(gè)發(fā)展中國家，發(fā)展經(jīng)濟(jì)、提高人民生活水平依然是我們面臨的嚴(yán)峻任務(wù)。中國與非洲各國面臨著相同的任務(wù)與挑戰(zhàn)，充分發(fā)揮中國和非洲各國經(jīng)濟(jì)的互補(bǔ)性，擴(kuò)大雙邊經(jīng)貿(mào)合作具有廣闊前景。中國政府愿意本著"平等互利、形式多樣、注重實(shí)效、共同發(fā)展"的原則，鼓勵(lì)中國企業(yè)發(fā)展同非洲國家的經(jīng)貿(mào)合作。目前，經(jīng)過雙方政府有關(guān)部門和企業(yè)的努力，中國與非洲國家間的貿(mào)易、投資、經(jīng)濟(jì)技術(shù)合作和承包勞務(wù)等多種形式的互利合作已全面展開，并取得了可喜的進(jìn)展。"中國-非洲經(jīng)濟(jì)管理官員研修班"既是中非合作論壇會(huì)議的內(nèi)容之一，又是推動(dòng)中非經(jīng)貿(mào)合作的重要途徑，它的作用和影響將不斷擴(kuò)大，并結(jié)出越來越豐碩的成果。 China has undergone earthshaking changes ever since the reform and opening-up started in 1978. It has made rapid progress in industry, agriculture, science, technology and culture with strengthened comprehensive national power and striking achievements. However, China remains a developing country confronted by arduous tasks of developing its economy and raising people's living standard. Both China and Africa are facing the same tasks and challenges. There is broad prospect of giving full play to the complementary features of Chinese and African economies and expanding bilateral economic and trade cooperation. The Chinese government stands ready to encourage companies to develop economic and trade cooperation with African countries by adhering to the principles of Equality and mutual benefit, Adopting different forms, Pursuing practical results and Seeking common development. At present, thanks to the endeavor of relevant government departments and companies of both sides, an all-round, mutually beneficial cooperation with encouraging results in various forms such as trade, investment, economic and technical cooperation, project-contracting, as well as labor service has been carried out between China and African countries. China-Africa Seminar for Economic Management Officials is both a part of the Forum on China-Africa Cooperation and an important approach to promote Sino-African economic and trade cooperation. The effects and influences of this Seminar will keep on rising and lead to more and more fruitful results.
研修班期間，各位學(xué)員認(rèn)真參加各項(xiàng)研討交流活動(dòng)，克服種種困難，積極配合中方人員做好各項(xiàng)活動(dòng)。全體教學(xué)和接待人員認(rèn)真負(fù)責(zé)、勤懇踏實(shí)、周到熱情，盡的努力做好每一件工作，保證了研修班的各項(xiàng)活動(dòng)按時(shí)保質(zhì)進(jìn)行，也與學(xué)員們結(jié)下了深厚的友誼。同時(shí)，研修班的舉辦，得到了各個(gè)非洲國家和各位駐華使節(jié)的大力支持。在此，我謹(jǐn)代表外經(jīng)貿(mào)部向各位駐華使節(jié)、各位學(xué)員、全體教學(xué)和工作人員表示衷心的感謝！ During the session, participants have attended in real earnest all the lectures, discussions and exchanges of views while tackling various difficulties and cooperated actively with the Chinese side. All the staff of this seminar have been not only very responsible and careful in making the arrangements, but also quite patient and considerate when providing logistics. They have dedicated utmost attention to every single work. It is their work that has guaranteed the smooth procession and high quality of this seminar. In the mean time, the participants and staff have forged profound friendship. This seminar has also been actively supported by various African countries and their diplomatic envoys to China.
