However， as we know， everything had its bad side.When such resuce materials enter the poor countries， for example， they send much rice to a country which is in every need of rice and where rice price is very high， can you imagine what will happen？ The rice price in this country will fall down， thus the local agriculture will be influenced and the local farmers will suffer from a great loss， which will create an ill cycle，thus the country's economy will not get better but get worse by foreign resuce.
The key to this problem is to control the amount of rescuing material and keep it in a rational degree. Subsequently，this reasonable system will exert better function.
