2004年8月12日,中國(guó)代理常駐聯(lián)合國(guó)代表張義山大使約見(jiàn)聯(lián)合國(guó)常務(wù)副秘書(shū)長(zhǎng)弗萊切特,就乍得等極少數(shù)國(guó)家提出所謂臺(tái)灣“參與”聯(lián)合國(guó)問(wèn)題進(jìn)行交涉并遞交了致安南秘書(shū)長(zhǎng)函。
張義山指出,乍得等極少數(shù)國(guó)家在臺(tái)灣*的唆使下,今年再次提出要求聯(lián)合國(guó)大會(huì)審議所謂臺(tái)灣“參與”聯(lián)合國(guó)問(wèn)題,其目的就是要在聯(lián)合國(guó)內(nèi)制造“兩個(gè)中國(guó)”、“一中一臺(tái)”。中國(guó)政府和人民對(duì)這一粗暴干涉中國(guó)內(nèi)政的行徑表示強(qiáng)烈譴責(zé)和堅(jiān)決反對(duì)。世界上只有一個(gè)中國(guó)。聯(lián)大第2758(XXVI)號(hào)決議明確規(guī)定中華人民共和國(guó)政府的代表是中國(guó)在聯(lián)合國(guó)的合法代表。因此,中國(guó)在聯(lián)合國(guó)的代表權(quán)問(wèn)題早已在政治、法律和程序上得到了徹底解決。臺(tái)灣是中國(guó)的一個(gè)地區(qū),中國(guó)在聯(lián)合國(guó)的代表權(quán)自然包括臺(tái)灣在內(nèi)。所謂臺(tái)灣“在聯(lián)合國(guó)的代表權(quán)”問(wèn)題是根本不存在的。
張義山表示,1993年以來(lái),歷屆聯(lián)合國(guó)大會(huì)總務(wù)委員會(huì)均明確拒絕將所謂臺(tái)灣“參與”聯(lián)合國(guó)問(wèn)題列入聯(lián)大議程。這充分表明堅(jiān)持一個(gè)中國(guó)的原則是國(guó)際社會(huì)的共識(shí),也表明臺(tái)灣*企圖通過(guò)“參與”聯(lián)合國(guó)分裂中國(guó)的行徑不得人心,是注定要失敗的。中方高度贊賞聯(lián)合國(guó)和廣大會(huì)員國(guó)堅(jiān)持一個(gè)中國(guó)原則的正義立場(chǎng)。我們堅(jiān)信,在維護(hù)自己國(guó)家主權(quán)和領(lǐng)土完整的正義事業(yè)中,中國(guó)政府和人民將會(huì)繼續(xù)得到各方的理解和支持。

Your Excellency,
On 10 August 2004, Chad and a very few other countries addressed a letter (A/59/194) to you, requesting that a supplementary item entitled “Question of the representation of 23 million Taiwan people in the United Nations” be included in the agenda of the fifty-ninth session of the General Assembly. I hereby solemnly state, upon instructions, China's position as follows:
1. At the instigation of the Taiwan authorities, the above-mentioned countries, in defiance of General Assembly resolution 2758 (XXVI), have once again requested the issue of so-called “Taiwan's participation in the United Nations” to be considered in the coming session of the General Assembly. The purpose of such an act is nothing but to create “two Chinas” or “one China, one Taiwan” in the United Nations. This is not only a flagrant violation of the purposes and principles of the Charter of the United Nations, but also a brazen challenge to the one-China principle widely recognized by the international community. The Chinese Government and people strongly condemn and firmly oppose such a gross encroachment on China's internal affairs.
2. Taiwan has been an inseparable part of China's territory since antiquity. Both the 1943 Cairo Declaration and the 1945 Potsdam Proclamation have reaffirmed in unequivocal terms China's sovereignty over Taiwan as a matter of international law. There is but one China in the world, and the Government of the People's Republic of China is the sole legal government representing the whole of China. This is an objective reality that cannot be changed by anybody. To date, more than 160 countries in the world have diplomatic relations with China. They all recognize the one-China principle, and they all recognize that Taiwan is a part of China. The United Nations Organizations have also consistently adhered to these principles.
3. As early as in 1971, the United Nations General Assembly at its twenty-sixth session adopted by an overwhelming majority the historic resolution 2758 (XXVI), which stipulated unequivocally that the representatives of the Government of the People's Republic of China are the only legitimate representatives of China to the United Nations. Thus the issue of China's representation in the United Nations was solved once and for all, in political, legal and procedural terms. Since Taiwan is a region of China, China's representation in the United Nations naturally includes Taiwan. Therefore, there is simply no such issue as the so-called “Taiwan's representation in the United Nations”。 UNGA resolution 2758 (XXVI) has not only reflected the aspirations of the vast number of Member States, but also given expression to the purposes and principles of the Charter of the United Nations and enhanced the universality of the United Nations. Any attempt to distort or even deny the UNGA resolution 2758 (XXVI) is futile.
4. The United Nations is an intergovernmental organization composed of sovereign States. As a part of China, Taiwan is not eligible to participate, in whatever name and under whatever pretext, in the work or activities of the United Nations or its specialized agencies. No sovereign State in the world would allow one of its provinces or regions to participate in the work or activities of the United Nations, an organization composed of sovereign States only. The General Committees of the successive sessions of the General Assembly since 1993 have all flatly refused to include the so-called issue of “Taiwan's participation in the United Nations” in the agenda of the General Assembly. This has fully demonstrated the determination of the vast number of UN Member States to safeguard the UN Charter and the UNGA resolution 2758 (XXVI)。 It also shows that the Taiwan authorities have failed to receive support in their attempt to split China by raising the so-called issue of “Taiwan's participation in the United Nations”。
5. The question of Taiwan is purely an internal matter of China. The position of the Chinese Government on the question of Taiwan is firm and clear. We have consistently adhered to the fundamental principles based on Mr. Deng Xiaoping's concept of “peaceful reunification and one country, two systems” and to Mr. Jiang Zemin's “Eight-point Proposition on the Development of Cross-Straits Relations and the Promotion of the Peaceful Reunification of the Motherland”。 Adherence to the one-China principle is the basis for the development of cross-straits relations and the realization of peaceful reunification. The Chinese Government has stated repeatedly that on the premise of one China, any topic can be discussed between the two sides across the Straits, including the scope of Taiwan region's participation, in suitable capacity, in international economic, cultural and social activities. We have worked vigorously to promote cross-straits exchanges and visits in the economic, cultural and other fields, and made unswerving efforts for the early realization of the “three direct links” (of trade, mail and air and shipping services)。
However, in recent years, the leaders of Taiwan region have refused to recognize the one-China principle and obstinately stuck to their separatist position of “Taiwan independence”。 They have also laid one obstacle after another for the establishment of 'three direct links“ and in other areas. The Taiwan authorities have made every effort to reinforce their separatist activities of ”Taiwan independence“ and repeatedly challenge the one-China principle, pushing cross-straits relations to the verge of danger and posing grave threat to peace and stability in Taiwan Straits as well as the Asia-Pacific region. At the same time, they have talked about ”establishing a framework to stabilize cross-straits relations“。 Their deceptive acts, which only further expose themselves, have inevitably met with wide international opposition.
The Chinese Government has all along committed itself with unswerving efforts to the development of cross-straits relations and China's peaceful reunification. We will try our utmost with greatest sincerity to resolve the Taiwan question by peaceful means. However, we will never tolerate “Taiwan independence” nor allow anybody to split Taiwan from China. To safeguard state sovereignty and territorial integrity and realize complete reunification of the motherland at an early date is the common aspiration and strong will of the 1.3 billion Chinese people, including our Taiwan compatriots. Nobody nor any force can change or stop it.
6. Respect for State sovereignty and territorial integrity and non-interference in a country's internal affairs are important principles of the UN Charter cherished by all countries in the world. China has strictly followed these principles in its relations with other countries. China has never done anything harmful to the interests of the above-mentioned cosponsor countries, but what those countries have been doing regarding the question of Taiwan has undermined the national interests of China and hurt the feelings of the Chinese people. It has also gravely obstructed the work of the General Assembly and wasted resources of the United Nations. We strongly urge these countries to change their positions, strictly abide by the UN Charter and UNGA resolution 2758 (XXVI), and identify themselves with the great number of UN Member States on the Taiwan question. We highly appreciate the just position adopted by the United Nations and the vast number of UN Member States in abiding by the one-China principle. We have every reason to believe that in our just cause of safeguarding State sovereignty and territorial integrity, the Chinese Government and people will continue to receive their understanding and support.
I have the honour to request that this letter be circulated as a document of the fifty-ninth session of the General Assembly under item 25 of its provisional agenda.

一、上述國(guó)家在臺(tái)灣*的唆使下,無(wú)視聯(lián)大第2758(XXVI)號(hào)決議,今年又一次提出要求聯(lián)合國(guó)大會(huì)審議所謂臺(tái)灣“參與”聯(lián)合國(guó)問(wèn)題。其目的就是要在聯(lián)合國(guó)內(nèi)制造“兩個(gè)中國(guó)”、“一中一臺(tái)”。這不僅是對(duì)《聯(lián)合國(guó)憲章》宗旨和原則的肆意踐踏,也是對(duì)國(guó)際社會(huì)普遍承認(rèn)的一個(gè)中國(guó)原則的公然挑釁。中國(guó)政府和人民對(duì)這一粗暴干涉中國(guó)內(nèi)政的行徑表示強(qiáng)烈譴責(zé)和堅(jiān)決反對(duì)。
二、臺(tái)灣自古以來(lái)就是中國(guó)領(lǐng)土不可分割的一部分。1943年的《開(kāi)羅宣言》和1945年的《波茨坦公告》均在國(guó)際法上再次明確無(wú)誤地確認(rèn)了中國(guó)對(duì)臺(tái)灣的主權(quán)。世界上只有一個(gè)中國(guó),中華人民共和國(guó)政府是代表全中國(guó)的合法政府。這是任何人都無(wú)法改變的客觀事實(shí)。迄今為止,世界上已有160多個(gè)國(guó)家與中國(guó)建立了外交關(guān)系,它們都承認(rèn)一個(gè)中國(guó)的原則,都承認(rèn)臺(tái)灣是中國(guó)的一部分。同時(shí)這也是聯(lián)合國(guó)組織所一直堅(jiān)持的原則。

四、聯(lián)合國(guó)是由主權(quán)國(guó)家組成的政府間國(guó)際組織。臺(tái)灣作為中國(guó)的一部分,根本沒(méi)有資格以任何名義和借口“參與”聯(lián)合國(guó)組織及其專門機(jī)構(gòu)。世界上任何主權(quán)國(guó)家都不會(huì)同意本國(guó)的一個(gè)省或地區(qū),參與只有主權(quán)國(guó)家才能成為會(huì)員的聯(lián)合國(guó)。1993年以來(lái),歷屆大會(huì)總務(wù)委員會(huì)均明確拒絕將所謂臺(tái)灣“參與”聯(lián)合國(guó)問(wèn)題列入聯(lián)大議程。這充分表明廣大會(huì)員國(guó)維護(hù)《聯(lián)合國(guó)憲章》和聯(lián)大第2758(XXVI)號(hào)決議的決心,也說(shuō)明臺(tái)灣*企圖通過(guò)“參與”聯(lián)合國(guó)分裂中國(guó)的行徑不得人心。
五、臺(tái)灣問(wèn)題純屬中國(guó)內(nèi)政。中國(guó)政府在臺(tái)灣問(wèn)題上的立場(chǎng)是堅(jiān)定的、明確的。我們始終堅(jiān)持鄧小平先生提出的“和平統(tǒng)一、一國(guó)兩制”的基本方針和江澤民先生提出的發(fā)展兩岸關(guān)系、推進(jìn)祖國(guó)和平統(tǒng)一進(jìn)程的八項(xiàng)主張。堅(jiān)持一個(gè)中國(guó)原則,是發(fā)展兩岸關(guān)系和實(shí)現(xiàn)和平統(tǒng)一的基礎(chǔ)。中國(guó)政府多次表明,在一個(gè)中國(guó)的前提下,兩岸什么問(wèn)題都可以談,其中包括臺(tái)灣地區(qū)在國(guó)際上參加與其身份相適應(yīng)的經(jīng)濟(jì)文化社會(huì)活動(dòng)空間問(wèn)題。我們一直大力推進(jìn)兩岸經(jīng)濟(jì)文化等領(lǐng)域的各項(xiàng)交流和人員往來(lái),為早日實(shí)現(xiàn)兩岸“三通”進(jìn)行了不懈努力。
然而,近年來(lái)臺(tái)灣地區(qū)領(lǐng)導(dǎo)人拒絕承認(rèn)一個(gè)中國(guó)原則,頑固堅(jiān)持“*”的分裂立場(chǎng),在兩岸“三通”等問(wèn)題上不斷設(shè)置障礙。臺(tái)灣*一邊大肆推行“*” 分裂活動(dòng),不斷挑戰(zhàn)一個(gè)中國(guó)原則,將兩岸關(guān)系推到了危險(xiǎn)的邊緣,嚴(yán)重威脅臺(tái)海及亞太地區(qū)的和平與穩(wěn)定,一邊卻又提出“建立兩岸關(guān)系穩(wěn)定框架”,這種欺世盜名、欲蓋彌彰的做法理所當(dāng)然地遭到了國(guó)際社會(huì)的一致反對(duì)。
長(zhǎng)期以來(lái),中國(guó)政府為推進(jìn)兩岸關(guān)系的發(fā)展和中國(guó)的和平統(tǒng)一作出了不懈努力。我們?cè)敢缘恼\(chéng)意、盡的努力,爭(zhēng)取以和平方式解決臺(tái)灣問(wèn)題。但是我們絕不會(huì)容忍“*”,決不會(huì)允許任何人把臺(tái)灣從中國(guó)分割出去。維護(hù)國(guó)家主權(quán)和領(lǐng)土完整,早日實(shí)現(xiàn)祖國(guó)完全統(tǒng)一,是包括臺(tái)灣同胞在內(nèi)的13億中國(guó)人民的共同意志和堅(jiān)強(qiáng)決心。這是任何人和任何勢(shì)力都無(wú)法動(dòng)搖和阻擋的。
六、尊重國(guó)家主權(quán)、領(lǐng)土完整和不干涉內(nèi)政,是《聯(lián)合國(guó)憲章》的重要原則,歷來(lái)為世界各國(guó)所珍視。中國(guó)在處理國(guó)際關(guān)系中一貫恪守這一原則。中國(guó)從未做過(guò)任何傷害上述提案國(guó)的事,但是這些國(guó)家卻在臺(tái)灣問(wèn)題上損害中國(guó)的國(guó)家利益,傷害中國(guó)人民的感情,它們的行徑還嚴(yán)重干擾了聯(lián)大工作,造成聯(lián)合國(guó)資源浪費(fèi)。我們強(qiáng)烈敦促這些國(guó)家改弦更張,嚴(yán)格遵守《聯(lián)合國(guó)憲章》和聯(lián)大第2758(XXVI)號(hào)決議,在臺(tái)灣問(wèn)題上采取與廣大會(huì)員國(guó)相一致的立場(chǎng)。我們高度贊賞聯(lián)合國(guó)和廣大會(huì)員國(guó)堅(jiān)持一個(gè)中國(guó)原則的正義立場(chǎng)。我們堅(jiān)信,在維護(hù)自己國(guó)家主權(quán)和領(lǐng)土完整的正義事業(yè)中,中國(guó)政府和人民將會(huì)繼續(xù)得到各方的理解和支持。

This has fully demonstrated the determination of the vast number of UN Member States to safeguard the UN Charter and the UNGA resolution 2758 (XXVI)。 It also shows that the Taiwan authorities have failed to receive support in their attempt to split China by raising the so-called issue of “Taiwan's participation in the United Nations”。
5. The question of Taiwan is purely an internal matter of China. The position of the Chinese Government on the question of Taiwan is firm and clear. We have consistently adhered to the fundamental principles based on Mr. Deng Xiaoping's concept of “peaceful reunification and one country, two systems” and to Mr. Jiang Zemin's “Eight-point Proposition on the Development of Cross-Straits Relations and the Promotion of the Peaceful Reunification of the Motherland”。 Adherence to the one-China principle is the basis for the development of cross-straits relations and the realization of peaceful reunification. The Chinese Government has stated repeatedly that on the premise of one China, any topic can be discussed between the two sides across the Straits, including the scope of Taiwan region's participation, in suitable capacity, in international economic, cultural and social activities. We have worked vigorously to promote cross-straits exchanges and visits in the economic, cultural and other fields, and made unswerving efforts for the early realization of the “three direct links” (of trade, mail and air and shipping services)。
However, in recent years, the leaders of Taiwan region have refused to recognize the one-China principle and obstinately stuck to their separatist position of “Taiwan independence”。 They have also laid one obstacle after another for the establishment of 'three direct links“ and in other areas. The Taiwan authorities have made every effort to reinforce their separatist activities of ”Taiwan independence“ and repeatedly challenge the one-China principle, pushing cross-straits relations to the verge of danger and posing grave threat to peace and stability in Taiwan Straits as well as the Asia-Pacific region. At the same time, they have talked about ”establishing a framework to stabilize cross-straits relations“。 Their deceptive acts, which only further expose themselves, have inevitably met with wide international opposition.
The Chinese Government has all along committed itself with unswerving efforts to the development of cross-straits relations and China's peaceful reunification. We will try our utmost with greatest sincerity to resolve the Taiwan question by peaceful means. However, we will never tolerate “Taiwan independence” nor allow anybody to split Taiwan from China. To safeguard state sovereignty and territorial integrity and realize complete reunification of the motherland at an early date is the common aspiration and strong will of the 1.3 billion Chinese people, including our Taiwan compatriots. Nobody nor any force can change or stop it.
6. Respect for State sovereignty and territorial integrity and non-interference in a country's internal affairs are important principles of the UN Charter cherished by all countries in the world. China has strictly followed these principles in its relations with other countries. China has never done anything harmful to the interests of the above-mentioned cosponsor countries, but what those countries have been doing regarding the question of Taiwan has undermined the national interests of China and hurt the feelings of the Chinese people. It has also gravely obstructed the work of the General Assembly and wasted resources of the United Nations. We strongly urge these countries to change their positions, strictly abide by the UN Charter and UNGA resolution 2758 (XXVI), and identify themselves with the great number of UN Member States on the Taiwan question. We highly appreciate the just position adopted by the United Nations and the vast number of UN Member States in abiding by the one-China principle. We have every reason to believe that in our just cause of safeguarding State sovereignty and territorial integrity, the Chinese Government and people will continue to receive their understanding and support.

2004年8月12日,乍得等極少數(shù)國(guó)家致函(A/59/194)閣下,要求將所謂“2300萬(wàn)臺(tái)灣人民在聯(lián)合國(guó)的代表權(quán)問(wèn)題”的項(xiàng)目列入大會(huì)第五十九屆會(huì)議議程。對(duì)此,我奉命嚴(yán)正闡明以下立場(chǎng):
一、上述國(guó)家在臺(tái)灣*的唆使下,無(wú)視聯(lián)大第2758(XXVI)號(hào)決議,今年又一次提出要求聯(lián)合國(guó)大會(huì)審議所謂臺(tái)灣“參與”聯(lián)合國(guó)問(wèn)題。其目的就是要在聯(lián)合國(guó)內(nèi)制造“兩個(gè)中國(guó)”、“一中一臺(tái)”。這不僅是對(duì)《聯(lián)合國(guó)憲章》宗旨和原則的肆意踐踏,也是對(duì)國(guó)際社會(huì)普遍承認(rèn)的一個(gè)中國(guó)原則的公然挑釁。中國(guó)政府和人民對(duì)這一粗暴干涉中國(guó)內(nèi)政的行徑表示強(qiáng)烈譴責(zé)和堅(jiān)決反對(duì)。
二、臺(tái)灣自古以來(lái)就是中國(guó)領(lǐng)土不可分割的一部分。1943年的《開(kāi)羅宣言》和1945年的《波茨坦公告》均在國(guó)際法上再次明確無(wú)誤地確認(rèn)了中國(guó)對(duì)臺(tái)灣的主權(quán)。世界上只有一個(gè)中國(guó),中華人民共和國(guó)政府是代表全中國(guó)的合法政府。這是任何人都無(wú)法改變的客觀事實(shí)。迄今為止,世界上已有160多個(gè)國(guó)家與中國(guó)建立了外交關(guān)系,它們都承認(rèn)一個(gè)中國(guó)的原則,都承認(rèn)臺(tái)灣是中國(guó)的一部分。同時(shí)這也是聯(lián)合國(guó)組織所一直堅(jiān)持的原則。
三、1971年,聯(lián)大第二十六屆會(huì)議以壓倒多數(shù)通過(guò)的具有歷史意義的第2758(XXVI)號(hào)決議,明確規(guī)定中華人民共和國(guó)政府的代表是中國(guó)在聯(lián)合國(guó)的合法代表。因此,中國(guó)在聯(lián)合國(guó)的代表權(quán)問(wèn)題早已在政治、法律和程序上得到了徹底解決。臺(tái)灣是中國(guó)的一個(gè)地區(qū),中國(guó)在聯(lián)合國(guó)的代表權(quán)自然包括臺(tái)灣在內(nèi)。所謂臺(tái)灣“在聯(lián)合國(guó)的代表權(quán)”問(wèn)題是根本不存在的。聯(lián)大第2758(XXVI)號(hào)決議不僅反映了廣大會(huì)員國(guó)的意愿,而且體現(xiàn)了《聯(lián)合國(guó)憲章》的宗旨和原則,促進(jìn)了聯(lián)合國(guó)的普遍性。任何旨在歪曲、甚至否定這一決議的企圖都完全是徒勞的。
四、聯(lián)合國(guó)是由主權(quán)國(guó)家組成的政府間國(guó)際組織。臺(tái)灣作為中國(guó)的一部分,根本沒(méi)有資格以任何名義和借口“參與”聯(lián)合國(guó)組織及其專門機(jī)構(gòu)。世界上任何主權(quán)國(guó)家都不會(huì)同意本國(guó)的一個(gè)省或地區(qū),參與只有主權(quán)國(guó)家才能成為會(huì)員的聯(lián)合國(guó)。1993年以來(lái),歷屆大會(huì)總務(wù)委員會(huì)均明確拒絕將所謂臺(tái)灣“參與”聯(lián)合國(guó)問(wèn)題列入聯(lián)大議程。這充分表明廣大會(huì)員國(guó)維護(hù)《聯(lián)合國(guó)憲章》和聯(lián)大第2758(XXVI)號(hào)決議的決心,也說(shuō)明臺(tái)灣*企圖通過(guò)“參與”聯(lián)合國(guó)分裂中國(guó)的行徑不得人心。
五、臺(tái)灣問(wèn)題純屬中國(guó)內(nèi)政。中國(guó)政府在臺(tái)灣問(wèn)題上的立場(chǎng)是堅(jiān)定的、明確的。我們始終堅(jiān)持鄧小平先生提出的“和平統(tǒng)一、一國(guó)兩制”的基本方針和江澤民先生提出的發(fā)展兩岸關(guān)系、推進(jìn)祖國(guó)和平統(tǒng)一進(jìn)程的八項(xiàng)主張。堅(jiān)持一個(gè)中國(guó)原則,是發(fā)展兩岸關(guān)系和實(shí)現(xiàn)和平統(tǒng)一的基礎(chǔ)。中國(guó)政府多次表明,在一個(gè)中國(guó)的前提下,兩岸什么問(wèn)題都可以談,其中包括臺(tái)灣地區(qū)在國(guó)際上參加與其身份相適應(yīng)的經(jīng)濟(jì)文化社會(huì)活動(dòng)空間問(wèn)題。我們一直大力推進(jìn)兩岸經(jīng)濟(jì)文化等領(lǐng)域的各項(xiàng)交流和人員往來(lái),為早日實(shí)現(xiàn)兩岸“三通”進(jìn)行了不懈努力。
然而,近年來(lái)臺(tái)灣地區(qū)領(lǐng)導(dǎo)人拒絕承認(rèn)一個(gè)中國(guó)原則,頑固堅(jiān)持“*”的分裂立場(chǎng),在兩岸“三通”等問(wèn)題上不斷設(shè)置障礙。臺(tái)灣*一邊大肆推行“*” 分裂活動(dòng),不斷挑戰(zhàn)一個(gè)中國(guó)原則,將兩岸關(guān)系推到了危險(xiǎn)的邊緣,嚴(yán)重威脅臺(tái)海及亞太地區(qū)的和平與穩(wěn)定,一邊卻又提出“建立兩岸關(guān)系穩(wěn)定框架”,這種欺世盜名、欲蓋彌彰的做法理所當(dāng)然地遭到了國(guó)際社會(huì)的一致反對(duì)。
長(zhǎng)期以來(lái),中國(guó)政府為推進(jìn)兩岸關(guān)系的發(fā)展和中國(guó)的和平統(tǒng)一作出了不懈努力。我們?cè)敢缘恼\(chéng)意、盡的努力,爭(zhēng)取以和平方式解決臺(tái)灣問(wèn)題。但是我們絕不會(huì)容忍“*”,決不會(huì)允許任何人把臺(tái)灣從中國(guó)分割出去。維護(hù)國(guó)家主權(quán)和領(lǐng)土完整,早日實(shí)現(xiàn)祖國(guó)完全統(tǒng)一,是包括臺(tái)灣同胞在內(nèi)的13億中國(guó)人民的共同意志和堅(jiān)強(qiáng)決心。這是任何人和任何勢(shì)力都無(wú)法動(dòng)搖和阻擋的。
六、尊重國(guó)家主權(quán)、領(lǐng)土完整和不干涉內(nèi)政,是《聯(lián)合國(guó)憲章》的重要原則,歷來(lái)為世界各國(guó)所珍視。中國(guó)在處理國(guó)際關(guān)系中一貫恪守這一原則。中國(guó)從未做過(guò)任何傷害上述提案國(guó)的事,但是這些國(guó)家卻在臺(tái)灣問(wèn)題上損害中國(guó)的國(guó)家利益,傷害中國(guó)人民的感情,它們的行徑還嚴(yán)重干擾了聯(lián)大工作,造成聯(lián)合國(guó)資源浪費(fèi)。我們強(qiáng)烈敦促這些國(guó)家改弦更張,嚴(yán)格遵守《聯(lián)合國(guó)憲章》和聯(lián)大第2758(XXVI)號(hào)決議,在臺(tái)灣問(wèn)題上采取與廣大會(huì)員國(guó)相一致的立場(chǎng)。我們高度贊賞聯(lián)合國(guó)和廣大會(huì)員國(guó)堅(jiān)持一個(gè)中國(guó)原則的正義立場(chǎng)。我們堅(jiān)信,在維護(hù)自己國(guó)家主權(quán)和領(lǐng)土完整的正義事業(yè)中,中國(guó)政府和人民將會(huì)繼續(xù)得到各方的理解和支持。
請(qǐng)閣下在第五十九屆聯(lián)大臨時(shí)議程第25項(xiàng)下將此函作為大會(huì)正式文件散發(fā)。
