Three Departments and Six Ministries
The three departments and six ministries formed a closely organized central official system in ancient, feudal China. The "three departments" refers to the Council of Secretariat (renamed Council of Legislation), the authority in charge of confidential materials and issuing political decrees, and the Council of Examination. The subsidiaries of the "six ministries" consisted of the attendant of the emperor (in charge of the state affairs with the Council of Secretariat), the Council of Decision-Making, and the top national administrative authority. The "six ministries," varying in terms of its establishment in different dynasties, generally refers to the six departments of "official, rite, military, Du Zhi (renamed Hu), Du Guan (renamed criminal) and Labor." Since the Tang Dynasty, the "three departments" system was gradually annexed and cancelled. The "System of Six Ministries" was basically inherited from the Sui Dynasty to the late Qing Dynasty.
