第三，要確保防汛預(yù)案修訂到位。各村要結(jié)合實(shí)際，按照上級要求，有針對性地完善各項(xiàng)度汛保安措施的預(yù)案，特別是對險(xiǎn)工險(xiǎn)段，要通過實(shí)地察勘，力求對各類洪水可能導(dǎo)致的山洪、泥石流等突發(fā)險(xiǎn)情做到心中有數(shù)，防范有預(yù)案，搶險(xiǎn)有措施，保證各個(gè)環(huán)節(jié)不出問題，提高預(yù)案的針對性和可操作性。防汛期間，各村要抓住查險(xiǎn)和搶險(xiǎn)兩個(gè)重要環(huán)節(jié)，努力減少人民群眾的生命財(cái)產(chǎn)損失，各村街要將修訂好的預(yù)案于6月18日上報(bào)鎮(zhèn)防汛指揮部辦公室。
第四，要確保河道清障到位。各村要切實(shí)依法加強(qiáng)河道的管理與保護(hù)，堅(jiān)決制止在河道管理范圍內(nèi)亂修亂建、亂堆亂堵、亂栽亂種等人為設(shè)障行為。所有阻水障礙物要嚴(yán)格按照“誰設(shè)障，誰清除”的原則，無條件地在主汛期之前予以徹底清除，真正形成完善通暢的防洪排澇體系。
第五，要確保防汛搶險(xiǎn)隊(duì)伍和物資儲備到位。要重點(diǎn)抓好搶險(xiǎn)隊(duì)伍建設(shè)，各村要組建以民兵為主的搶險(xiǎn)隊(duì)伍，并組織到實(shí)地進(jìn)行演練。關(guān)于防汛物資準(zhǔn)備，會后各村要按鎮(zhèn)政府下達(dá)的物資儲備品種、數(shù)量，本著就近存儲、方便使用的原則，實(shí)行專庫專儲，于6月20日前落實(shí)到位。鎮(zhèn)防汛指揮部將對各村的防汛物資儲備的情況進(jìn)行檢查。
第六，要確保防汛測報(bào)預(yù)警機(jī)制建設(shè)到位。要加強(qiáng)與市氣象、水文部門聯(lián)系，及時(shí)、準(zhǔn)確、全面地掌握雨水情測報(bào)、預(yù)報(bào)信息;各村都要堅(jiān)持汛期24小時(shí)晝夜值班，配備專門的值班室及值班電話，加強(qiáng)通訊聯(lián)絡(luò)，特別要做好向陽村小

my topic is honesty.
as a correspondent of the qingdao morning news, i visited dr. james gilman, the president of the international committee for marco polo studies in england. in this picture, this is james, and this is me and we are looking at a dragon’s tooth. this is a true story.
65 years ago, james lived in qingdao. then he was only 5 years old. he often visited the aquarium and was fascinated by a creature on display there, which he thought was a dragon. he was afraid of its sharp teeth and wanted one to keep as a treasure.
he kept the tooth for the next 65 years, but the feeling of guilt at having stolen it was there in the background all through his life. it was always on his conscience, and the feeling intensified as he became older. finally he decided to put right his childish error. in xx, he visited qingdao and returned it to the aquarium with his sincere apologies. he received a warm welcome.
