    　　The cost of attendance (budget) amounts are estimated averages of costs for an academic year. The purpose of the budget is the determination of financial aid eligibility.
    　　The cost of attendance is not a bill. It is an estimate of tuition, fees, books and supplies, living expenses, transportation costs and modest personal expenditures. Actual tuition and fee rates are published on the WSU Registrar website.
    　　Your actual costs will depend upon your choices of housing and your other expenses. We encourage you to develop a personal budget for the year based on your own actual costs.
    　　Enrollment status
    　　Near the beginning of the semester, OSFA will include actual (instead of estimated) WSU charges for tuition and fees in your COA to determine your aid eligibility. If you are living on campus, your actual residence hall and meal plan charges will become the living allowance component of your COA.
    　　If you are enrolled less than full-time, your books and supplies allowance will be pro-rated. OSFA will notify you via WSU email if the COA updates cause a revision in your aid eligibility.
    　　If you are enrolled full-time, your budget will include actual tuition and fee charges and full-time amounts for all other components.
    　　If you are enrolled three-quarter time or half-time, your budget will include the actual tuition and fee charges. The books and supplies component will be pro-rated.
    　　If you are enrolled less than half-time, your budget will include the actual tuition and fee charges. The books and supplies component will be prorated. Federal financial aid regulations do not permit the inclusion of the miscellaneous expenses component in less-than-half-time budgets.

    　Budget components
    
    　　Tuition and fees - This component of the budget is an estimate. Generally, after August 1 each year actual tuition and fees are published. Before the beginning of the semester, the estimated amount of your tuition and fees will be replaced with the actual amount for the determination of aid eligibility. After the census date, which is the date on which WSU counts the number of students enrolled at the institution, this component of your budget will not be adjusted.
    　　Books and supplies - Books and supplies costs are based on the credit hours and classes for which you register. If the amount of your financial aid is greater than the amount of your university eBill, the excess aid will be refunded to you to assist with the cost of your books and other living expenses.
    　　Housing expenses - Your housing costs will depend on the living arrangements that you select. The initial budget component amount is an estimate of costs based on a survey of students and housing options in the WSU area.
    　　Students living away from their parents' home will have a higher estimated budget amount than students living at home with parents.
    　　If you are living on campus, at the beginning of the semester your actual residence hall and meal plan charges will replace the estimated amount used to determine your aid eligibility.
    　　Transportation and Personal/Miscellaneous expenses - The amounts of these budget components are estimates based on other expenses that students typically incur while attending school. The cost of parking is included in these components.
    　　Budget adjustments
    　　The standard budgets are good faith estimates of expenses a student will incur within in an academic year.
    　　Budgets may be adjusted to include dependent care directly related to attendance at WSU; costs related to a disability; computer purchase for educational purposes; and an allowance for reasonable costs directly related to your program of study.
