新加坡素質(zhì)級體制是為了鼓勵各商業(yè)機構(gòu)爭取卓越的營業(yè)成績而設(shè)立的。新加坡素質(zhì)級體制與國際上許多杰出的國家商業(yè)體制旗鼓相當(dāng)，如美國的Malcolm Baldrige國家素質(zhì)獎,歐洲的素質(zhì)獎，日本的素質(zhì)獎，以及澳大利亞的卓越商業(yè)獎等。新加坡素質(zhì)級體制旨在鼓勵各商業(yè)集團加強企業(yè)內(nèi)部的管理系統(tǒng)，提高工作效率，以加強競爭能力。
新加坡素質(zhì)級的私立教育機構(gòu)以新加坡素質(zhì)級體制為標(biāo)準(zhǔn)，取得新加坡素質(zhì)級稱號的私立教育機構(gòu)大都擁有健全的管理系統(tǒng)。在私立教育機構(gòu)申請成為新加坡素質(zhì)級的學(xué)校時，新加坡素質(zhì)級體制將根據(jù)有關(guān)標(biāo)準(zhǔn)來為各私立教育機構(gòu)評分，評分范圍包括該教育機構(gòu)的管理水平，力資源管理，商業(yè)運作過程。此外。提出申請的私立教育機構(gòu)還必須符合一些主要的條件，例如，該教育機構(gòu)所提供的課程是否受有關(guān)部的承認(rèn)與批準(zhǔn)，該教育機構(gòu)是否能為留學(xué)生提供完善的學(xué)生服務(wù)。
為了鼓勵私立教育機構(gòu)全面提升水準(zhǔn)，新加坡素質(zhì)級的私立教育機構(gòu)都可享有以下特權(quán)：
a) 通過"綠色通道"申請學(xué)生準(zhǔn)證，縮短申請時間，留學(xué)生也不需繳交保證金。
b) 獲得新加坡國際企業(yè)發(fā)展局(協(xié)助主辦海外考察團和促進商業(yè)投資方面)和新加坡旅游局(吸引國際學(xué)生方面)海外推廣計劃的支持。
