英國教育部下轄的兒童及家庭部副部長Edward Timpson近日宣布將針對英格蘭境內(nèi)過去有關(guān)兒童居家及課后照顧的相關(guān)政策檢討，并將諮詢家長社團(tuán)、教育專業(yè)團(tuán)體及學(xué)術(shù)等單位的意見，試圖整合并有效利用這些幫助弱勢兒童的公共資源。

事實(shí)上這項(xiàng)政策執(zhí)行乃起因于2012年起民間社會團(tuán)體不斷向教育部反應(yīng)學(xué)校兒童涉及幫派、不良團(tuán)體所造成的性剝削事件以及兒童失蹤案件近年來層出不窮，為免擴(kuò)大成更多的社會問題，教育部開始積極重視這項(xiàng)議題。過去關(guān)于兒童居家及課后照顧的相關(guān)法令都將在這一次的相關(guān)檢討及諮詢會議后一併檢討，包括：2001年開始的《兒童家庭條例》（Children's Homes Regulations）、2002年提出《關(guān)懷標(biāo)準(zhǔn)法案2000》（Care Standards Act 2000）并于2010年修訂該法案的相關(guān)條例、以及2011年修訂的《領(lǐng)養(yǎng)服務(wù)條例》（Fostering Services Regulations）等。

英國教育部的新聞稿指出，過去所發(fā)生的兒童社會事件，除了發(fā)生在都市之外，有些也發(fā)生在偏遠(yuǎn)地區(qū)，因此這次教育部重新思考如何讓中央部會與地方政府展開更進(jìn)一步的緊密合作，期降低兒童在家中遭受傷害事件或是兒童課后遭到誘拐的案件。相關(guān)諮詢會議將在今年（2013）年七至九月于倫敦、考文垂（Coventry）以及曼徹斯特等城市舉辦。會議也將集中在兩項(xiàng)主題：一、「改善兒童居家照顧」，透過討論并檢視相關(guān)法令，期許能夠?qū)⒎ㄒ?guī)條例修改至完善；二、「對于弱勢族群兒童如何提升政府的妥善照顧及安全保護(hù)」，諮詢會議將重新審視政府關(guān)懷計畫的相關(guān)法令規(guī)章是否合時宜。

過去中央授權(quán)并下放資源給地方政府處理有關(guān)兒童居家安全及課后照顧問題，然而仍有許多缺失等待檢討。因此教育部在這次的諮詢會議上也提出幾項(xiàng)新制措施期許改善過去的問題，包括：
一、地方政府未來能夠?qū)⑦@些處于高風(fēng)險的學(xué)童建立完善檔案并且能夠定期更新資料，包含正確居住地點(diǎn)及家庭成員；另外地方相關(guān)政府部門也能增派社工人員不定期家訪以了解學(xué)童的狀況。
二、未來教育部將透過與教育及兒童服務(wù)與技能標(biāo)準(zhǔn)局（Office for Standards in Education, Children's Services and Skills, Ofsted）的密切合作，透過該局的督導(dǎo)訪視人員定期到各地方政府的教育部門進(jìn)行訪查，除了追蹤高風(fēng)險學(xué)童的情形之外，也將針對各地不同的需求提供相關(guān)資源。
三、除上述兩點(diǎn)外，教育部也將要求各地方政府與當(dāng)?shù)氐木爝M(jìn)行合作，對于學(xué)童因?yàn)榧尤霂团苫虿涣紙F(tuán)體而衍生出的社會問題，包括兒童失蹤案件等，適度的公權(quán)力介入將能夠營造安全的家庭及學(xué)校環(huán)境。
四、教育部門也將透過地方政府所提供的檔案建立一套全國性的資料庫，以在第一時間能夠隨時掌握情況。
五、中央部門的資料庫建立同時也將提供給地方政府了解如何妥善運(yùn)用相關(guān)資源，例如鼓勵地方政府之間的相關(guān)合作，找尋合適的安全家庭及社會環(huán)境保護(hù)高風(fēng)險的兒童，或是營造良好的社區(qū)環(huán)境安置課后兒童。
